Eligibility Verification Measure (EVM) Independent Reviewer

Job description

The Department for Work and Pensions (DWP) is seeking an independent and experienced individual to serve as the Eligibility Verification Measure (EVM) Independent Reviewer. This is a high-profile statutory public appointment that will provide independent oversight of a new measure designed to help identify incorrect benefit payments, ensuring that powers are exercised fairly, proportionately, and in accordance with the law. 

The Independent Reviewer is a statutory office established under the Public Authorities (Fraud, Error and Recovery) Act 2025. The postholder will conduct an annual review of the operation of the Eligibility Verification Measure (EVM), assessing compliance with legislation and the Code of Practice, evaluating the effectiveness of the powers, and reporting findings to the Secretary of State for Work and Pensions. Reports will subsequently be laid before Parliament. 

Essential Criteria 

Applicants should be able to demonstrate: 

·       A track record of leading complex reviews or comparable scrutiny, assurance, or assessment work, critically evaluating evidence and delivering clear, high-quality reports. 

·       The ability to make objective, evidence-based recommendations supported by sound analysis and impartial judgement. 

·       Proven ability to build effective relationships with senior stakeholders while maintaining independence and providing constructive challenge. 

·       A clear understanding of public accountability and statutory oversight, with the ability to communicate complex findings authoritatively to a range of audiences. 

Desirable Criteria 

·       Experience of inspection, assurance, audit, regulation, or another independent oversight function. 

·       Knowledge or experience of one or more of the following areas: social security, financial services, fraud and error, data governance, or technology-enabled services.

Number of Roles: 1 
Remuneration: £36,000-£54,000 per annum 
Time Commitment: 60-90 days per annum 
Length of Term: 3 years
