Job Title: Junior Bid Manager

Location/ Division: Central Services

Reports To: Senior Bid Manager

Candidate profile

The candidate will need to be passionate about work winning and truly lead the process from start to finish. A strategic mind-set is key, taking time to understand the project and client drivers and workshopping with our teams to find winning solutions. Time management, efficiency, the ability to meet deadlines and co-ordinate a team are all essential skills.

They will have to remain calm under pressure, and be able to read and interpret instructions carefully. The candidate will also be able to learn quickly to understand complicated technical information. This is especially important so the candidate can contribute effectively to the content of the submission. The candidate should be a good team member and have a hands-on approach to writing and development of content.

With excellent communication skills it is essential for the candidate to listen to other people's views whilst having confidence in their own convictions and be able to express their own opinions eloquently. They will need to deal with complex business relationships and manage multiple resources to deliver a strong, winning bid to the prospective client.

Job purpose

The purpose of the Junior Bid Manager role is to manage an opportunity from qualification through to contract award. This includes understanding deliverables, assigning responsibilities, value proposition, strategy development, solution development, commercial considerations and risk management. Responsibilities include the implementation of all necessary bid procedures, governance, and processes.

Working under the direction of the Senior Bid Manager, the role involves leading all day-to-day aspects of an individual bid, PQQ or capability document. Junior Bid managers are involved in every aspect of the submission and have an excellent appreciation of what the client needs and how best to articulate how their organisation can provide that. They will work closely with Proposals, Planning, Estimating, Visualisation, BIM, Sustainability, Social Value and delivery teams, as well as others as required.

Once tenders have been submitted, the candidate will assist in the production of interview media and coach the delivery teams to ensure the right messages are emphasised during the presentation.

Following award decision, it will also be essential for the Junior Bid Manager to obtain feedback on the strengths and weaknesses of our submission, to enable us to continuously improve the quality of our offers and evolve.

Key responsibilities

Managing the tender process
  • Management of submission ranging in value, from £1m to £200m, under varied forms of contract and procurement routes.
  • Take ownership of an enquiry from receiving the external client documents, through distribution of documents, co-ordination of queries and managing stakeholders to ensure the finished submission fully represents our capability and experience, offering a best in class offer.
  • Follow ISG bid process and ensure all activities follow corporate governance.
  • Review all tender documents to understand client requirements, deliverables and ensure this is effectively communicated to the wider bidding team.
  • Chair strategy, pre-start and progress meetings - allocate owners, set deadlines for content and ensure these are met
  • Monitor and report on progress / set and own the tender programme.
  • Facilitate/attend all internal meetings as required.
  • Management of client and consultant comms, including dissemination to the team and management of appropriate actions.
  • Work with Enabling Departments to ensure all required resources and expertise are in place to input into the submission, as required.
  • Supporting on continuous improvement initiatives
  • Engaging and influencing key stakeholders across the business

Bid strategy
  • Undertake detailed client, project and stakeholder research
  • For key bids, facilitate workshops with team to develop strategy and share knowledge
  • Provide guidance and develop answer plans to ensure the strategy is embedded in the tender submission
Content generation
  • Answer plan the bid responses - building in our bid strategy
  • Write/develop all non-technical content (H&S, quality, CVs, experience etc.)
  • Support on technical content where required - understand and resolve complex technical, strategic and business issues - interviewing and questioning delivery employees as required
  • Proofread all copy - ensure compliant and aligned to client requirements and bid strategy
  • Assist in maintaining and updating the case study library, attending site as required to obtain information

Post tender interviews and mid bids
  • Facilitate storyboarding sessions
  • Arrange rehearsal sessions and help to coach team - ask dummy questions
  • Develop content that demonstrates the win themes and clearly responds to the agenda
