About the jobJob summaryRole purpose As a Business Analyst at Homes England, you will typically work within multidisciplinary teams, supporting the continuous improvement of our services, products and platforms. You may lead small to medium-sized projects and contribute to larger, more complex initiatives, using analysis and stakeholder engagement to drive effective business and digital change.
You will build and manage relationships with stakeholders across the organisation, work independently to deliver outcomes, and develop a strong understanding of your business area. You will also contribute to the growth of the Business Analysis community by sharing best practice, supporting colleagues and mentoring others.
Job descriptionKey responsibilities- Analyse business problems, opportunities and operating models, considering people, processes, technology, data, information and organisational structures.
- Conduct research and stakeholder engagement to identify business and user needs, define requirements, and translate them into effective digital and non-digital solutions.
- Identify opportunities for process improvement, assess options and impacts, define success measures, and support the delivery of business change.
- Produce and maintain high-quality business analysis artefacts, including process maps, Epics, Features and User Stories.
- Work closely with Product Managers and stakeholders to support prioritisation, MVP decisions, and alignment with strategic, business and policy objectives.
- Ensure products, services and business changes meet user and business needs while complying with organisational and policy constraints.
- Build and maintain effective stakeholder relationships across Homes England and wider government, aligning priorities and influencing decision-making through analysis-led insights.
- Develop a detailed understanding of business processes and collaborate with process owners to drive both incremental and transformational improvements.
- Contribute to the Business Analysis community of practice by promoting best practice and supporting the development of colleagues.
- Demonstrate flexibility by undertaking complementary roles where required, including supporting Product Management and User Research activities.
Person specificationKey qualification, knowledge and experience- Business Analysis qualification, ideally a BCS Diploma in Business Analysis, Business Analyst Apprenticeship, or equivalent professional experience.
- Demonstrable experience delivering business analysis activities within projects and change initiatives, working both independently and as part of multidisciplinary teams.
- Proven ability to analyse business problems, evaluate existing processes, and identify opportunities for service, process and business improvement aligned to organisational objectives.
- Experience eliciting, defining and managing business and user requirements, including the production of user stories, acceptance criteria, functional requirements and non-functional requirements.
- Experience working effectively in Agile delivery environments, particularly Scrum, with an understanding of backlog management, user-centred design principles and Behaviour Driven Development (BDD). Knowledge of Waterfall delivery methodologies is also desirable.
- Strong stakeholder engagement and facilitation skills, with the ability to build effective working relationships, gather requirements and collaborate across business and technical teams.
- Experience translating business and user needs into clear, actionable requirements, process improvements and change outcomes.
- Knowledge of user-centred design approaches and experience working alongside design, delivery and technical professions to develop effective solutions.
- Understanding of the Government Digital Service (GDS) Service Standard, digital delivery principles and the Government Digital and Data Profession Business Analyst capability framework, or the ability to quickly acquire this knowledge.
