Harlow District Concil is an ambitios athority delivering a significant Hosing Capital Programme, with investment of approximately £15m over the next two years. The concil is bilding a high-performing team of professionals to spport the delivery of its hosing and asset management priorities.

The role:

Harlow Concil is seeking an experienced Pre-Constrction Team Manager to join its Hosing Capital Works team, spporting the early-stage development of a large-scale programme of refrbishment and component replacement works across occpied concil homes, inclding both low- and high-rise blocks. This post reqires the sccessfl individal to be based on site -4 days per week.

The role sits within a fast-paced pre-constrction environment where yo will take responsibility for shaping ftre investment programmes before delivery begins. This incldes ensring schemes are properly scoped, designed, costed and flly compliant prior to handover to the delivery phase.

Working collaboratively with internal hosing, asset management and procrement teams, as well as external consltants and technical advisors, yo will help identify priority estates and bildings, coordinate srveys, inspections and feasibility work, and develop well-defined capital projects ready for tender and delivery.

A key part of the role will involve ensring all works are developed in line with CDM 15 reglations, the Bilding Safety Act and RIBA Plan of Work principles, with a strong emphasis on safety, compliance and qality in occpied residential environments.

Yo will also work closely with the following colleages;

Consltation and engagement teams to ensre Section Leasehold consltation, Tenants commnication and RLO fnction are flly and timely informs of programme matters and ensring appropriate consltation is spported throghot programme development.

Procrement colleages to spport the tendering and evalation of consltancy services and planned works.

Delivery teams to ensre smooth transition from pre-constrction into exection via timely contract exection, handover, mobilisation and spplier PP set-p.

This is a role for someone who can operate across mltiple schemes at different stages, maintaining a strong overview of programme priorities while driving detailed project development at pace.

The experience yo will bring:

A minimm of 5 years' experience in a similar role with either a hosing association or local athority. Proven experience managing hosing refrbishment projects and mlti-million-pond contracts (£3-5m). Experience managing a team, inclding Project Managers and Resident Liaison Officers.

Experience in managing consltants and contractor performance.

Experience of design and bild / traditional contracts (desirable). Strong experience in KPI reporting, bdget monitoring, and monthly valations.

Experience of operating sccessflly in Major Works (Capital)

nwavering focs and significant capability in delivering real otpts and valefor the organisation and residents.

Demonstrate ability to lead and motivate

Proven capability towork collaboratively with other teams and colleages, delivering the reqired otpts for Harlow residents.

Knowledge of and capability in delivering applicable social hosing, asset management legislative and reglatory obligations.

Experience of sing asset data and resident feedback to develop Major Works' capital investment programmes.

Significant capability in ensring datais accrate and tilising it to spport effective decision making and add vale to SHP's activities.

Experience of maximising otpts and vale for residents via effective engagement and involvement

Experience of spporting accrate bdget monitoring reporting.

Responsibilities and Otcomes:

Effective Team leadership and managementof the team, delivering the reqired otpts for HOPS and residents.

Spport delivery and compliance with all applicable asset management legislative and reglatory obligations.

Lead on the development of intelligent Major Works programmes tilising accrate, reliable data, systems and reporting.

Spporting the delivery of accrate and effective bdget planning, management and forecasting.

Effective collaborative workingwith other colleages and teams delivering the reqired otpts for SHP and residents.

Leading and spporting the delivery of service improvement projects delivering the reqired otpts for HOPS and residents

Check sitability of condition data for homes and programming works to ensre all homes meet the Govt's Decent Homes legislative standard and also accrately reporting on this. These are critical reglatory standards set by the Reglator of Social Hosing.
