Job summary Ofgem is exploring fairer and simpler ways to fund Great Britains move towards a cleaner energy system. Were looking for two Policy Managers to help shape our approach and ensure consumers remain at the heart of it.
Ofgem is Great Britains independent energy regulator. Were at the forefront of change across the energy sector, driving toward Net Zero whilst protecting energy consumers especially vulnerable people.
These are permanent opportunities to join our high-profile Cost Allocation and Recovery Review, working on questions that cut across the energy system and directly affect consumers. Were looking for people with policy and regulation skills who can identify and analyse complex problems and work with analytical, technical and legal professionals to develop effective solutions. Youll be able to think strategically, work confidently with quantitative and qualitative evidence and communicate complex issues clearly to non-expert audiences. Experience delivering work against challenging deadlines with minimal supervision will also be essential.

Job descriptionKey Responsibilities:Policy Development & Delivery
- Contribute to the development and analysis of new policies and reform options, deliver high quality, timely and robust evidence-based recommendations.
- Apply and leverage technical expertise and strategic thinking to provide deep insight into the feasibility and value of specific policies for GB and the risks, challenges and pathways for implementation.
- Contribute to the drafting of clear and concise documents, including briefings, policy documents, consultations, open letters, and impact assessments.
- Support the team with project management and effectively prioritising, scoping and delivering work and engaging effectively with a wider range of stakeholders.
- Effective cross-team working to ensure the development of coherent policy across the charging and market signals portfolio.
Stakeholder Management
- Represent Ofgem externally, build constructive stakeholder relationships and identify opportunities for effective strategic engagement across interest groups to advance policy development and industry debate.
- Work collaboratively across team boundaries and engage with key Ofgem functions to understand Ofgems remit and procedures for delivering change and developing close working relationships to manage risks and challenges.

- Provide quality analysis on future impacts and identify risks.
- Proactively engage with operational requirements.
- Professionally engage with industry and produce effective, evidence-based decisions.
- Manage and mitigate risks to policy delivery or consumer welfare
Person specificationEssential Criteria:- Policy and regulation skills: The ability to develop policy areas, identify & analyse complex problems; work with analytical, technical, and legal professionals to develop solutions and options; and present policy recommendations that consider the trade-offs, risks, and dependencies. (LEAD)
- Analysis: Ability to think strategically and support the team to produce and use quantitative and qualitative evidence to develop a thoughtful and independent viewpoint.
- Managing delivery: Experience of delivering tasks or projects against challenging deadlines with minimal supervision, and the ability to react appropriately to fast changing circumstances and unforeseen challenges.
- Communication: Good written and verbal communication skills, with the ability to effectively communicate complex issues to non-expert audiences.
Desirable Criteria:- Energy Systems: Understanding of the GB energy system. This may include energy markets (wholesale and retail), network charging, or specific energy policies and their costs.
