Job Title: Performance Analyst - Performance & Insight

Salary: The starting salary is £40,519, which includes allowances totalling £3,009.

The salary is broken down as £37,510 basic salary, which will increase annually until you reach the top of the scale £40,141. Plus, a location allowance of £2,009 and a non-pensionable allowance of £1,000.

Performance & Insight

Performance & Insight is a function within the Metropolitan Police Service (MPS) that delivers analytical support to enable the organisation to manage its performance. Through the plan the team will look to deliver data-driven decision making to enable more trust, less crime and high standards. This means treating our data in the same way we treat our people, methods and technology; as a strategic asset.

The Performance & Insight function covers the following areas:
  • Local Policing (local borough level) analytical support.
  • Vulnerability & Harm (adult / child safeguarding and serious crime e.g. homicide, gun crime) analytical support
  • Criminal Justice (management of offenders and victim focus) analytical support.
  • MPS Governance (analytical support at corporate level) analytical support.
  • Demand (forecasting and analysis of demand coming into the MPS) analytical support.

The role:

As a Performance Analyst in the Performance & Insight team, you will work with a range of stakeholders (ranks of Superintendent and above and police staff equivalents) and supported by your Lead Analyst to deliver evidence based, high quality, and insightful analysis to support the delivery of MPS objectives. It includes using analytical findings to spot trends, forecast future implications and highlight areas of good or poor performance. You'll look to enable and support data-driven decision making across the MPS.

Performance Analysts will help to embed approaches and frameworks that underpin and enable the effective delivery of a Performance & Insight, which will recognise emerging risks, steer organisational direction, inform decision making at all levels and provide assurance.

You will be responsible for:

Undertaking analysis; this will include analysing diverse datasets to make best use of the evidence base and produce high quality analytical products. This may include:
  • Ensuring datasets are used consistently across Performance & Insight to deliver accurate and reliable analysis and uphold credibility across the organisation.
  • Understanding and manipulating data using appropriate systems and languages including but not exclusive Structured Query Language (SQL), Excel, MPS systems.
  • Providing analysis to support and enable the discussion of policing issues and improvement recommendations.
  • Using information and a range of techniques to review the success of day to day Policing activity.
  • Ability to present effectively and own regular meetings with key stakeholders to assess and identify issues to enable data-driven decisions.
  • Produce high quality analytical products that communicate findings in a meaningful way for the intended customer using a range of presentational styles.
  • Building and maintaining effective internal relationships with staff and external stakeholders to ensure we understand their needs and deliver the right products.
  • Embracing change and striving to deliver continuous improvement,
  • Support the development of analytical processes, tools and techniques to ensure the production of insightful products that enable decision making, learning and provide assurance.
  • Supporting the approach to evidence based policing, which will help to shape how policing in London should operate in the future.
  • Ability to balance and manage competing priorities.
  • Undertake ad hoc reporting.

Note: You may in addition be required from time to time to undertake additional duties necessary to meet the needs of the MPS; such duties to be commensurate with the responsibilities and grading of the post.

This role does not attract Shift Disturbance Allowance. If you are currently in a shift-working role, SDA should cease upon appointment to this job.

Criteria in Assessment

Paper Sift will be conducted on the documents provided by the applicant.

Following this, those selected for interview will be assessed via the three methods:
  1. Skills assessment
  2. Presentation based on findings from the above assessment,
  3. Interview - panel based of two substantives and one independent assessor.

Essential Criteria:

Education/Experience:
  • GSCE level or equivalent qualification in both Mathematics (Grade 6 (B) and English (Grade 5 (C) is required for this role.
  • Computer literacy, particularly to have skills in Office 365 Excel at Intermediate level, PowerPoint, Word with the relevant presentational skills alongside.
  • We would require applicants to have a basic knowledge of SQL and willingness to learn and develop further in this.

Skills, Knowledge & Experience:
  • Excellent communication skills, including presentation skills both verbal and written.
  • Ability to build effective working relationships with colleagues and peers internally and externally.
  • Proven ability to work under pressure and to tight deadlines.
  • Welcoming and confident personality.
  • Flexible approach to work with ability to work unsupervised and independently.
  • Good stakeholder management with the ability to engage with internal and external stakeholders and colleagues at all levels of the organisation.
  • Be self-motivated and have the willingness to learn and develop in the role.

Desirable Criteria (Training will be provided where required):
  • Graduate/professional qualification or worked experience in a statistical, analytical, social science, business management or related discipline.
  • Ability to demonstrate excellent analytical and problem-solving skills.
  • You are able to demonstrate a good knowledge of how to manage, analyse and visualise large datasets (ideally using SQL, Excel, Tableau and PowerBi).
