The OpportunityWe are looking for an experienced Health, Safety & Compliance Manager to help ensure the safe, secure and legally compliant operation of Ofgem's workplaces.
Acting as Ofgem's designated Competent Person, you will provide professional Health & Safety advice and guidance across the organisation, supporting managers and colleagues to meet their responsibilities and maintain safe working environments. You will be responsible for developing and maintaining Health & Safety policies and arrangements, coordinating compliance activity, monitoring organisational risks, and supporting continuous improvement across our office estate.
Working closely with colleagues across Ofgem, alongside external partners including the Government Property Agency, landlords and building management teams, you will ensure statutory obligations are met and Health & Safety remains a key consideration in workplace planning and decision-making.

Please note: Appointment to this role is subject to successfully obtaining and maintaining Security Check (SC) clearance.Job descriptionKey ResponsibilitiesHealth & Safety Management- Act as Ofgem's designated Competent Person and provide expert Health & Safety advice and guidance to managers and employees.
- Lead Health, Safety & Compliance arrangements across Ofgem's three office locations, ensuring compliance with relevant legislation, regulatory requirements and recognised best practice.
- Develop, maintain and review Health & Safety policies, procedures and local arrangements, ensuring they remain compliant, practical and fit for purpose.
- Develop and maintain risk assessments and safe systems of work where required, ensuring appropriate control measures are implemented and regularly reviewed.
- Ensure compliance with relevant Health & Safety legislation, including the Health and Safety at Work Act, Workplace Regulations, Fire Safety legislation and associated guidance.
- Support the promotion of a positive and proactive Health & Safety culture across the organisation.
Risk Management, Assurance & Compliance- Coordinate and oversee Health & Safety risk assessments, ensuring risks are appropriately identified, managed and reviewed.
- Deliver a programme of audits, inspections, assurance activities and compliance checks across Ofgem's offices, monitoring actions through to completion.
- Maintain oversight of organisational Health & Safety risks and support effective reporting and escalation where required.
- Monitor compliance performance, identify trends and support improvements to Health, Safety & Compliance arrangements and controls.
- Ensure lessons learned from audits, inspections and incidents are embedded into policies, procedures and working practices.
Incident, Fire Safety & Emergency Preparedness- Lead investigations into accidents, incidents, near misses and dangerous occurrences, ensuring lessons learned are identified and corrective actions implemented.
- Ensure statutory reporting requirements, including RIDDOR where applicable, are met.
- Coordinate fire safety management arrangements across Ofgem's offices, ensuring compliance with statutory requirements, effective evacuation procedures and emergency preparedness arrangements.
- Work with building management teams, the Government Property Agency and other partners to ensure emergency procedures are regularly reviewed, tested and understood by colleagues.
- Contribute to business continuity, workplace resilience and recovery planning activities as required.
Training & Workplace Safety- Coordinate and monitor mandatory Health & Safety training, ensuring completion rates are maintained, tracked and reported.
- Oversee workplace Health & Safety arrangements, including Display Screen Equipment (DSE), Personal Emergency Evacuation Plans (PEEPs) and workplace adjustments where required.
- Provide practical guidance and support to managers and employees on workplace Health & Safety matters.
- Promote awareness of Health & Safety responsibilities and safe working practices across the organisation.
Stakeholder Engagement & Reporting- Build and maintain effective working relationships with the Government Property Agency, landlords, building management teams, contractors, consultants and other external partners.
- Work collaboratively with HR, managers and colleagues to support workplace wellbeing and safety initiatives.
- Manage Health & Safety contracts, suppliers and associated budgets as required.
- Produce accurate reports, management information and recommendations for senior leaders and governance forums, including the Health, Safety & Wellbeing Committee and Audit & Risk Assurance Committee (ARAC).
- Support managers and stakeholders in understanding and meeting their Health & Safety responsibilities.
Person specificationEssential CriteriaTo be successful in this role, you will be able to demonstrate:
- At least 3 years' experience providing professional Health & Safety advice and guidance within an office-based organisation, ensuring compliance with relevant legislation, regulations and recognised best practice.
- Experience developing, implementing and maintaining Health & Safety policies, procedures, risk assessments, safe systems of work and compliance arrangements.
- Proven experience conducting audits, inspections, incident investigations and assurance activities, using findings to drive improvements and manage risk effectively.
- Strong stakeholder management and communication skills, with experience building effective working relationships and influencing positive Health & Safety outcomes.
- NEBOSH General Certificate in Occupational Safety and Health, or an equivalent professional qualification, together with IOSH membership and evidence of continuing professional development.
- Excellent written and verbal communication skills, with the ability to produce clear reports, analyse information and communicate effectively with a range of audiences.
