Experts at Hand Delivery Lead

Permanent, Fll Time

£59,49 to £69,988 per annm

Location: Chelmsford*

*This is a hybrid-working role contractally based in Chelmsford. Yo will work from the Chelmsford office at least one day per month, and across or operational area on other days, depending on bsiness need.

Lead the design, mobilisation and implementation of the Essex Experts at Hand (EAH) offer, translating Department for Edcation reqirements and local priorities into a sstainable contywide service. The role is responsible for establishing a new model of spport for edcation settings, bringing together specialist advice, otreach, therapies, workforce development and digital enablement to strengthen inclsion and improve otcomes for children and yong people with SEND.

The postholder will lead one of the largest workstreams within the Essex SEND Reform Plan, coordinating service design, commissioning, implementation, workforce development, digital innovation and change management across Edcation, Health, Social Care, schools, settings, families and commissioned partners. The role will establish the pathways, governance, workforce arrangements and delivery mechanisms reqired to implement the EAH offer for more than 5 schools and EY settings.

The role is accontable for developing and embedding the core components of the EAH offer, inclding advice and navigation, coaching and modelling, targeted spport, workforce development, digital access rotes, clster-based delivery arrangements, qality assrance and performance frameworks.

The postholder will provide programme leadership, relationship management and performance oversight, ensring the offer is mobilised at pace, embedded consistently and delivers measrable improvements in inclsion, access to specialist spport, workforce confidence and otcomes for children and yong people.

Accontabilities
  • Lead the design, mobilisation, implementation and embedding of the Essex Experts at Hand offer, translating Department for Edcation gidance and agreed local priorities into a deliverable contywide operating model.
  • Design and implement the service pathways, operating processes, access arrangements, governance, workforce model and delivery mechanisms reqired to establish an integrated and accessible EAH offer.
  • Lead reqirements gathering, service design, process mapping, workshops and co-prodction with edcation settings, practitioners, children, yong people, families and partners, ensring the model responds to ser needs and stattory reform expectations.
  • Coordinate delivery across Edcation, Health, Social Care, mainstream schools, specialist provision, alternative provision and commissioned providers, establishing clear responsibilities, interfaces and dependencies between organisations and services.
  • Develop and maintain the integrated EAH implementation plan, inclding milestones, resorces, risks, isses, dependencies, benefits, readiness criteria and performance measres; take corrective action and escalate matters reqiring senior direction.
  • Lead the implementation of digital soltions and spporting information flows reqired to provide a clear rote into the EAH offer, improve coordination and enable effective oversight of access, activity and otcomes.
  • Work with commissioning, procrement and contract management colleages to translate service reqirements into deliverable specifications and spport provider selection, mobilisation, qality assrance and performance management.
  • Monitor implementation, performance and impact; se evidence from pilots, test-and-learn activity, stakeholder feedback and evalation to refine the model, spport wider roll-ot and demonstrate delivery against agreed otcomes and Department for Edcation reqirements.
  • Specific individal and shared targets and objectives are defined annally within the performance management framework.

  • The Experience Yo Will Bring
  • Edcated to degree level or eqivalent by experience. A recognised programme, project, change management or service design qalification, or demonstrable eqivalent professional practice, is desirable.
  • Sbstantial experience of leading the design, mobilisation and implementation of complex new services, operating models or transformation programmes in a large, politically accontable or partnership-based organisation.
  • Strong programme delivery capability, inclding integrated planning, governance, risk and dependency management, financial monitoring, performance reporting, benefits tracking and delivery assrance.
  • Demonstrable expertise in service design, reqirements gathering, process design and implementation, with the ability to translate policy, gidance and stakeholder needs into practical and sstainable ways of working.
  • Significant experience of leading delivery across organisational and professional bondaries, bilding effective relationships and coordinating contribtions from edcation, health, social care, providers and service sers.
  • Strong change leadership, commnication, facilitation, negotiation and inflencing skills, with the ability to secre commitment, manage differing priorities and embed new models across a complex system.
  • Strong analytical and problem-solving skills, able to interpret complex information, evalate options, manage delivery risk and se evidence and learning to improve implementation and otcomes.
  • Knowledge of SEND, inclsive edcation, stattory or pblic service reform, commissioning and digital-enabled service delivery is desirable, alongside a strong nderstanding of co-prodction.

  • Please note that the job role reqires yo to be mobile throghot an operational area. Therefore, the post holder will need to have a driving licence and access to a vehicle, or the ability to meet the mobility reqirements of the role throgh other means.
