Job summary

We are looking for an experienced and motivated individual to lead the Trust's Access to Health Records and Freedom of Information functions, while also supporting the Registration Authority service.

The post holder will provide day-to-day leadership and oversight across Subject Access Requests, Access to Health Records requests and FOI activity, ensuring requests are managed lawfully, accurately and within statutory timescales. The role will also support secure and appropriate access to clinical systems through the Trust's Registration Authority arrangements.

Working closely with Medical Records, Information Governance, Corporate Applications and wider clinical and corporate teams, the post holder will help bring key information rights functions together into a coordinated service, providing clear accountability, improved resilience and consistent standards.

This is an excellent opportunity for someone with experience in information rights, health records or NHS administration who is looking to develop into a lead role with responsibility for service delivery, complex case management, staff support and continuous improvement.

Main duties of the job

  • Lead the day-to-day delivery of the Trust's Access to Health Records and Freedom of Information services.
  • Ensure Subject Access Requests, Access to Health Records requests and FOI requests are managed accurately and within statutory timescales.
  • Provide support and guidance on complex, sensitive and high-risk information requests.
  • Monitor workloads, performance and compliance, identifying risks and areas for improvement.
  • Support and develop staff within the service, promoting consistent standards and effective ways of working.
  • Support the Trust's Registration Authority function and secure access to clinical systems.
  • Work closely with Information Governance, Corporate Applications and teams across the Trust to provide a joined-up service.
  • Help shape and improve the service as Access to Health Records, FOI and related functions are brought together under a single lead.

2.EDUCATION, QUALIFICATIONS & TRAINING

Essential

  • o Educated to degree level, or equivalent level of experience of working at a managerial level in a health records / information governance environment
  • o Evidence of continued professional development relevant to health records management, information governance or data protection
Desirable

  • o Diploma of the Institute of Health Records & Information Management (IHRIM), or working towards, or equivalent professional qualification / experience
3.EXPERIENCE

Essential

  • o Significant experience of working within a Medical Records, Information Governance or similar records management environment
  • o Experience of processing Access to Health Records requests/ FOI's within statutory timescales
  • o Experience of supervising, training, and allocating work to staff
  • o Experience of supervising, training, and allocating work to staff or working within the NHS or another large, complex public sector organisation
4.SKILLS, ABILITIES & KNOWLEDGE

Essential

  • o Sound working knowledge of the Data Protection Act 2018/UK GDPR, Freedom of Information Act 2000, Access to Health Records Act 1990 and related legislation
  • o Competent user of Patient Administration Systems, databases and Microsoft Office applications
  • o Ability to supervise, train and support the development of staff

  • o Knowledge of Registration Authority / Smartcard and digital identity processes (Desirable)
