The Role

Essex Highways is responsible for managing and maintaining one of the largest highway networks in the contry: 5, miles of roads and arond 5, miles of footways. Essex Highways is a delivery partnership between Essex Conty Concil and or contractal partner. As an Essex Conty Concil employee yo will work alongside or contractal partner to deliver road maintenance, street lighting, drainage and flooding, winter travel, road safety, traffic management, highway development, bridges and strctres, grass and vegetation, bs stops and bs shelters, pblic rights of way and roads strategies for sers of Essex highways.

The Opportnity

The Technician is responsible for delivering planned works and services within Essex Highways in accordance with Essex Conty Concil (ECC) strategies and policies. The role will spport and assist the co-ordination of a range of resorces to deliver maintenance work programmes.

The role will spport the investigation, design, planning, programming, and the implementation and monitoring of maintenance works programmes. Spporting and contribting to the co-ordination of a range of resorces to deliver local objectives, tilising internal staff, operatives and spply chain partners, consltants and other key stakeholders, maximising opportnities to ensre vale for money soltions.

Accontabilities

Spporting the implementation of policies and procedres of the wider Essex Highways management systems e.g. Health and Safety, Environmental, Qality, Constrction Design to minimise work related injries.

Responsible for providing timely and accrate advice to senior leaders/members/local Concillors and the general pblic on all highway related matters. Responding to complaints to meet relevant targets and provide high performance standards.

Contribte to bdgetary monitoring to deliver vale for money.

Contribte to the ordering of work and services, to enable ftre programmes to be delivered on time and within bdget

Act as an expert witness at Crown Cort, Pblic Inqiries and Hearings as reqired; preparing detailed evidence as a specialist on practice isses, liaising with Consel and Solicitors in case preparation.

Contribte to the identification, preparation, design, planning, programming and ordering of work and services.

Contribte to the identification of schemes and services for the ftre platforms as appropriate.

Contribte to the team's performance in providing speedy and corteos responses to qeries and complaints in accordance with relevant targets and standards.

nderstands the overall fnctions, aims and directions of Essex Highways, and how specific area of responsibility fits into those objectives.

Specific individal and shared targets and objectives are defined annally within the performance management framework.

The Experience Yo Will Bring

Edcated to RQF Level 3 ('A' level) or eqivalent by experience in Highways.

Evidence of contining professional development and knowledge in relevant professional area. Membership of, or working towards, a relevant Professional Instittion is desirable.

Knowledge of relevant design procedres and standards/practice, engineering or service techniqes and procedres inclding the se of specialist software tools.

Knowledge and application of Highway and Health and Safety legislation, inclding Constrction (Design and Management) reglations.

Good written and verbal commnication skills, inclding the ability to bild and maintain effective internal and external working relationships.

Knowledge of financial management inclding bdgetary governance and controls.

Ability to bild and maintain effective working relationships with key people both internally and externally.

Ability to prioritise own work to spport bsiness priorities. Manages own performance and seeks feedback to improve where identified.
