Job Advert Description
We are seeking an experienced Technical Resource Planning Manager to lead the planning, coordination and allocation of specialist technical resources across our portfolio of programmes, projects and business-as-usual activity.
The postholder will maintain a comprehensive and reliable view of the specialist skills, capacity and availability of technical resources. They will work with project managers, technical leads and service managers to assess the resource requirements of proposed and active projects and ensure that appropriately skilled people are allocated at the right time and for the required duration.
The role will be central to determining whether projects are sufficiently resourced to commence, identifying where resource constraints may affect delivery, and supporting informed decisions about project priorities, sequencing, timelines and start dates. The postholder will continually balance project demand with operational commitments and available capacity, providing clear management information and recommendations to the Technical Programme Management Office and senior stakeholders.
PurposeTo ensure that specialist technical resources are planned and allocated effectively across programmes, projects and business-as-usual activity. The postholder will provide an accurate view of available capacity and capability, assess future demand, coordinate resource commitments and advise on achievable project start dates and delivery timelines.
Key Responsibilities- Maintain a comprehensive and current view of specialist technical resources, including their skills, experience, availability, existing commitments and anticipated release dates.
- Work with project managers, technical leads and service managers to identify and validate the specialist skills, roles, effort and duration required to deliver proposed and approved projects.
- Match project resource requirements to available capability and capacity, ensuring that appropriately skilled resources are allocated for the required period.
- Coordinate resource allocation across programmes, projects and business-as-usual services, balancing delivery priorities with operational requirements.
- Produce forward-looking resource plans showing confirmed allocations, provisional requirements, resource availability, capacity constraints and forecast demand.
- Advise the Technical Programme Management Office and relevant governance bodies on whether projects have sufficient resources to commence and whether proposed project timelines are achievable.
- Recommend changes to project start dates, sequencing, scope or delivery timescales where the required skills or capacity are not available.
- Identify competing demands, over-allocation, resource gaps, single points of dependency and potential bottlenecks, escalating these with clear options and recommendations.
- Facilitate regular resource planning and allocation discussions with project managers, technical leads, service managers and portfolio governance forums.
- Maintain oversight of when resources are expected to become available and coordinate their planned transition between projects and operational activity.
- Ensure agreed resource allocations and changes are accurately recorded, communicated and reflected in project and portfolio plans.
- Monitor actual resource commitments against agreed allocations, identifying significant variations that could affect delivery.
- Support scenario planning by modelling the resource implications of changes in project priority, scope, sequencing or timelines.
- Produce dashboards, reports and management information covering demand, capacity, availability, allocation, utilisation and resource-related delivery risks.
- Develop and maintain proportionate resource management processes, standards and tools that support consistent decision-making across the technical portfolio.
- Contribute to longer-term capability planning by identifying recurring skills shortages, future capability requirements and areas of dependency on a limited number of specialists.
About You
You will be an experienced resource planning professional with the ability to understand complex technical resource requirements and translate them into practical, achievable allocation plans.
You will be comfortable working across programmes, projects and operational services, coordinating specialist resources that may be subject to competing priorities. You will be able to challenge assumptions about resource availability, identify where delivery plans are not achievable and provide clear, evidence-based recommendations about project sequencing, start dates and timescales.
You will combine strong analytical and organisational skills with the confidence to facilitate resource decisions involving project managers, technical specialists, service managers and senior stakeholders.
Essential Skills and Experience- Significant experience of resource planning, capacity management, workforce scheduling, portfolio planning or a closely related discipline.
- Experience coordinating and allocating specialist or limited resources across multiple concurrent projects, programmes or operational priorities.
- Ability to assess resource requirements, including the skills, level of effort, timing and duration needed to support project delivery.
- Experience maintaining an accurate view of resource capability, capacity, availability and existing commitments.
- Strong analytical skills, with the ability to compare forecast demand against available capacity and identify gaps, conflicts and delivery risks.
- Experience developing integrated resource plans and using them to inform project start dates, sequencing, prioritisation and delivery timelines.
- Ability to manage competing resource requests objectively and make clear recommendations based on organisational priorities, capacity and delivery impact.
- Strong stakeholder management and influencing skills, including the confidence to challenge unrealistic assumptions or delivery plans.
- Ability to present complex resource information through clear dashboards, reports, forecasts and management briefings.
- Strong organisational and coordination skills, with the ability to maintain accurate information in a complex and changing delivery environment.
- Experience working collaboratively with project managers, technical specialists, service managers and senior decision-makers.
- Ability to use resource planning, portfolio management, scheduling or equivalent digital tools.
Desirable Skills and Experience- Experience of resource planning within ICT, digital, data, information management, cyber security or another specialist technical environment.
- Understanding of portfolio and programme management, including project prioritisation, dependencies, stage gates and governance decisions.
- Experience of scenario modelling, demand forecasting and longer-term capability planning.
- Understanding of project delivery approaches such as PRINCE2, Agile, Waterfall or hybrid delivery.
- Experience of producing capacity, allocation and utilisation reports for senior management or portfolio governance forums.
- Knowledge of the challenges associated with allocating scarce specialist skills across operational services and change activity.
- Relevant qualifications in resource management, portfolio management, project management, workforce planning or service management.
Decision-Making and InfluenceThe postholder will make recommendations on resource allocation, project sequencing and achievable start dates based on organisational priorities, available capacity and specialist capability. Where demand exceeds capacity, the postholder will present clear options and delivery impacts for determination through the appropriate portfolio governance arrangements.
Final project prioritisation may remain with the relevant governance body, but the role should provide the authoritative resource position upon which those decisions are based.
Why Join Us?This is an opportunity to play a central role in improving the planning and delivery of a complex portfolio of technical change. You will provide the organisation with a clear and reliable view of its specialist technical capacity, helping ensure that projects begin with realistic resource plans and achievable delivery timescales. Your work will directly support better prioritisation, earlier identification of resource constraints, improved workload management and more confident portfolio decision-making.
You will work within the Technical Programme Management Office alongside project professionals, technical leads, service managers and senior stakeholders, helping ensure that specialist skills are deployed where they can deliver the greatest organisational and operational value.
The successful Candidate must be willing to undergo vetting to SC Vetting.
