We are looking for a dynamic and proactive Technical Business Analyst to join our busy Change Development team.

The main purpose of the role is to undertake robust research and analysis to identify new and innovative business capabilities and approaches for performing business activities across Warwickshire Police Influence the design of business processes and systems to achieve maximum benefits of improved performance and cost reduction.

Provide process and requirements based artefacts and support a wide range of new and amended software solutions and services in accordance with enterprise and system architectures and standards to meet defined business needs.

Main Responsibilities:
  1. To take responsibility for understanding strategic business requirements and aims, collecting and interpreting data from research studies, pilot trials, undertaking gap analysis and delivering analysis and recommendations with the aim of maximising the efficiencies gained from business analysis resources.
  2. Assessing and recommending the feasibility of opportunities where new and existing technologies can be used to improve business efficiency, service performance and reduce costs.
  3. To build and maintain relationships with the Managed Service Provider and other stakeholders to ensure collaboration and the contribution of all relevant stakeholders is maximised.
  4. Establish an understanding of business aims and attain the support of key stakeholders to business proposals, and sign off for business cases, specifically for the re-use of existing technical capability to support new business functions in order to reduce costs.
  5. Influence and advise the force, suppliers and senior staff/ officers in order to achieve the best possible alignment between programmes/projects and both force and Transformation / Digital strategies, targeting delivery of improved performance and reduced cost.
  6. Recommend business functions and processes for investigation and analysis based on business knowledge and understanding of business performance.
  7. Influence business approach to change by identifying and quantifying business benefits and benefit realisation at the earliest point in programmes, to maximise the return on investment, and assess the risk, cost and benefits of any change proposals.
  8. Provide analysis and documentation of business and/or user requirements, which will determine the functionality required by the force, including the facilitation of workshops and meetings.
  9. Effectively communicate requirements facilitating communication between vendors or third parties and the force, identifying possible conflicts between the vendor/third party and user requirements in order to advise senior staff/officers and ensuring that deliverables meet the requirements.
  10. Leading the business to re-engineer business processes and the planned deliverables, developing and publishing agreed documentation to a high standard.
  11. Seek and raise the positive profile of the Department in all matters through influencing, negotiation and conflict resolution. Influence senior stakeholders to maintain focus on agreed business objectives and deliverables to ensure that the overall business and Digital /Transformation strategy is delivered within the desired time frame.
  12. Reduce the overall cost base of the delivery of the service and seek value for money services at all times. To be commercially astute on design, perpetually focussed on the 'service vs cost' balance and take personal ownership, fully understanding and acting upon situations that require the pursuit of purpose over process.
  13. To undertake other duties commensurate with the nature, level of responsibility and grading of this post, as required

Special Conditions: Regular travel throughout Warwickshire.
