This Opportnity:
Palladim is seeking an experienced and strategic Team Leader tolead the delivery of a five-year K FCDO-fnded technical assistance programmeaimed at strengthening Bangladesh's financial sector. The programme willspport the central bank, government and reglatory athorities to drivetransformation, improve financial infrastrctre, and enhance reglatoryframeworks.

Please note - This position is being recrited as part of a proposal sbmission and is contingent pon the sccessfl award of the contract.

Location:

The position is ideally based in Dhaka, Bangladesh. Considerationwill be given to applicants who are based elsewhere and willing to spend 5%time in Dhaka.

Reporting Lines:

This role will report into the Palladim Programme Director.

Primary Roles and Responsibilities:

Provideoverall strategic leadership, qality assrance and stakeholder coordinationfor the programme, ensring high-impact delivery across all workstreams andfll compliance with FCDO reqirements.

Strategic Leadership & Oversight

Provide overall strategic leadership and direction for programme implementation and achievement of otcomes.

Serve as the primary point of contact with FCDO, Bangladesh Bank, government conterparts and development partners.

Ensre all workstreams (central bank transformation, financial infrastrctre, reglatory/legal reform, financial ecosystem development) are integrated and aligned with programme objectives.

Stakeholder & Partnership Coordination

Bild and maintain high-level relationships with FCDO, Bangladesh Bank, government ministries, IMF, World Bank, ADB, IFC, private sector bodies and civil society.

Represent the programme at policy dialoges, donor coordination platforms, steering committees and pblic forms.

Proactively manage sensitive political-economy isses, ensring effective commnication and alignment among stakeholders.

Qality Assrance & TechnicalOversight

Provide senior oversight and qality assrance for deliverables prodced by Technical Leads and short-term experts, ensring technical sondness, feasibility and alignment with FCDO KPIs.

Drive adaptive management and learning across workstreams, ensring lessons learned inform programme adjstments.

Oversee capacity-bilding of Bangladesh Bank and other conterparts, inclding planning for sstainability and exit strategy.

Compliance, Risk & Vale for Money

Ensre the programme meets all FCDO contract management KPIs, inclding social vale, safegarding, dty of care, and anti-frad measres.

Oversee risk management, monitoring of fidciary controls and compliance with FCDO transparency reqirements.

Champion Vale for Money principles (economy, efficiency, effectiveness, eqity) across all programme activities.

Team Management & Mentoring

Lead and manage a mltidisciplinary team of national and international experts, fostering collaboration, inclsion and performance excellence.

Mentor senior staff, inclding the Depty Team Leader and Technical Leads, to strengthen local leadership capacity.

Essential Criteria:

Experience leading large-scale donor-fnded programmes, preferably in financial sector reform or economic governance.

Proven experience working with central banks, financial reglators, and government instittions in developing contries.

Strong nderstanding of financial inclsion, digital finance, and reglatory technology.

Senior-level experience working with central banks, financial reglators, and government instittions in developing contries.

Excellent leadership, stakeholder engagement, commnication, and team management skills.

Advanced degree in economics, finance, pblic policy or related field.

Proven experience in sccessflly leading large-scale instittional transformation of central banks or comparable government bodies, inclding organisational restrctring, governance reforms, and capacity-bilding in complex political-economic environments.

Strong nderstanding of financial inclsion, digital finance, and reglatory technology.

Demonstrated expertise in high-level stakeholder coordination, political-economy navigation and risk management.

Flency in English is reqired; knowledge of Bangla is an asset.

Desirable Criteria:

Experience leading large-scale donor-fnded programmes in financial sector reform or economic governance, or liaising with donors is highly desirable.

Strong track record of qality-assring complex technical deliverables and achieving reslts against KPIs is highly desirable.

Experience working in Soth Asia or similar contexts is highly desirable.
