The Opportnity

The Targeted Yoth Advisor will play a key role in developing the Yoth Service offer by working with identified Yong People who are at risk of not engaging in employment, edcation, and training. TYA's provide in depth, evidence based, one to one intensive mentoring, bespoke gropwork packages and positive activities to empower Yong People to overcome barriers to edcation to reach their fll potential.

The role spports yong people of school age reqiring impartial advice and gidance to re-engage in edcation, as well as progression into post sixteen opportnities sch as, appropriate employment, edcation, training, and vocational opportnities. Yo will play a key role in identifying opportnities, enabling them to flfil their potential and access niversal services. Yo will also engage in mentoring and reintegration work that spports the government's stattory gidance for ppils of alternative provision for those at a complsory edcation age.

The role will be aligned to another service area within Essex Conty Concil.

A broad nderstanding of the isses affecting yong people, barriers to edcation, opportnities for learning and the services provided by partner agencies is essential.

Contribting to the development of a high-qality targeted service for yong people, the role will work with colleages across the Concil and key partners sch as Edcation, Health, Social Services and Yoth Offending Service, to ensre the best possible otcomes for yong people.

Accontabilities
  • Responsible for assisting yong people to overcome barriers to access niversal services and learning or employment, providing impartial advice, information, and gidance, spportive of yong people's needs and views.
  • Work with yong people, their families, and schools to remove barriers to edcation and learning in line with the DfE stattory gidance on Alternative Provision. Carry ot yong carers stattory assessment of needs, in line with or stattory dty as defined by the Children's and Families Act 14.
  • Responsible for managing a defined caseload of yong people to establish their needs and offer intervention in line with external contracts and create, maintain, and review accracy of records in conjnction with DfE gidance and that of external fnders, whilst ensring compliance with Information Sharing Protocols.
  • Responsible for the effective management of staff; renewing and reflecting on professional practice to achieve continos improvement in performance.
  • Spporting the development and delivery of intensive spport to identified yong people a, within a cost recoverable framework to remove barriers to edcation, employment, or training.
  • Working in collaboration with stakeholders, inclding senior school-based staff, social care, SEND, Yoth Offending Service, Hosing, and partner agencies, to provide wider spport to yong people to remove barriers to learning, training and employment.
  • Responsible for the delivery of high qality one to one interventions, mentoring and grop work throgh positive activities that are cost effective, planned, actioned, and evalated. This incldes large scale events advocating with other professionals to achieve these.
  • Work collaboratively with a range of external agencies and commercial bodies to ensre a coherent approach to overcoming barriers to learning and employment faced by yong people, ensre they receive service reqired, inclding promotion of the eight Gatsby benchmarks as set ot in the government's careers strategy.
  • Responsible for ensring compliance with stattory reqirements, inclding data management, eqality and diversity legislation and ensre arrangements are in place to effectively manage concerns and complaints.
  • Responsible for brokering opportnities between providers and yong people to enable them to engage in preparation for the world of work and search for edcation and employment opportnities.
  • Inflence and negotiate the level and type of provision available, to meet economic and yong people's needs and identify and inform gaps in edcation and training provision. Collate and disseminate information in respect of crrent opportnities, working closely with edcational and training providers.
  • Responsible for developing and delivering large scale employability and recritment events, advocating with parents/carers and other professionals.

  • The Experience Yo Will Bring
  • Edcated to IAG Qalification, Dip CG, QCG or NVQ 4 LDDS (minimm NVQ 4) level.
  • Preferably working towards level 6 LDDS. Evidence of contining professional development and expert knowledge in relevant professional area.
  • A broad nderstanding of the isses affecting yong people, opportnities for learning and the services provided by partner organisations and proven experience in effective collaborative working. Deep knowledge and nderstanding of the crrent local offers of spport to yong people that may facilitate their reintegration.
  • Experience of line management of staff, pls extensive work with yong people on a one-to-one basis and in grops.
  • Proven experience of sccessflly progressing yong people into employment, edcation, and training opportnities.
  • Excellent commnication skills with the ability to relate to yong people in a prposefl bt responsive manner and demonstrable knowledge and nderstanding of their needs.
  • Ability to bild working relationships with stakeholders and partner agencies which are collaborative and engender delivery.
  • Advocating on behalf of yong people with services and partner organisations with an ability to negotiate with schools, colleges, employers, and other agencies.
  • Flexible approach with excellent time management skills and ability to work creatively in order to respond to yong people's needs.
