We are recruiting a Service Manager of the Gwent Social Care Workforce Development Serviceat Caerphilly County Borough Council.

Working hours: 37 hours per week
Contract Type: Permanent, Full Time
Location: Foxes Lane, Oakdale and agile working across Gwent

This position offers an excellent opportunity to become part of our team and provide support across the organisation.

We pay an attractive salary of £64,315 - £70,531 and offer access to training and development opportunities.This is a unique opportunity to lead the development of a new regional social care workforce development service covering the five local authority areas in the Gwent region.

Proudly hosted by Caerphilly County Borough Council Children's Services, this is a new system‑wide service that underpins the quality, sustainability and effectiveness of social care across our communities.

Building on strong foundations and good partnership working already happening across the region, we are now looking for an exceptional leader to take this service to the next level.

A strong, skilled and motivated workforce is essential to delivering high‑quality social care, better outcomes and lasting impact for residents.

This role sits at the heart of that challenge.

You will lead a regional service that:

• shapes the future social care workforce across five local authorities
• supports statutory duties and system sustainability
• drives innovation, modernisation and improvement
• directly impacts the lives of people and communities across Gwent

You will be a credible senior leader, comfortable working across organisational boundaries, political environments and competing priorities - and motivated by making a real difference. This is a leadership role with real scope, influence and visibility - locally, regionally and nationally.

For the role, we ask that you have:

• A relevant degree-level qualification or equivalent professional qualification/experience in social care, workforce development, organisational development, human resources, education, learning and development, or a related discipline.
• Evidence of continuing professional development relevant to strategic leadership, workforce development, social care, organisational development or public service management.
• Knowledge of operating within complex, multi-organisational and political environments.
• Strategic thinking, service planning and service delivery skills.
• Leadership/management experience within local government, social care, health or a related public sector environment.
• A full driving licence and access to a vehicle for travel regionally and nationally
