Job description

These are two diverse and important roles, which are right at the heart of DCMS. This is a particularly exciting time to join, with an upcoming Spending Review (SR) that will touch all parts of the department.

Key responsibilities will include:
  • Supporting DCMSs fiscal event preparations, including the upcoming SR for the department: ensuring we have the right evidence, analysis and relationships to succeed for our sectors and stakeholders.
  • Leadership of several key workstreams within the fiscal event process, including account management of policy and/or corporate teams and project management of the Fiscal event process.
  • Supporting the development of DCMS long term strategy and priorities, particularly around Youth policy and the departments contribution to Economic Growth.
  • Providing assessment of the strategic case of business cases for the department

You'll play a key role in helping DCMS build its capability in preparation for SR, providing high quality advice to ministers and officials on complex and novel issues. You will work closely with Strategic Finance, Analysts, policy colleagues, Ministers and the centre of Government. You will be expected to lead and plan work, reporting directly to senior DCMS leaders.

Person specification

The ideal candidate would have the following key skills and experience:

Essential requirements
  • Confident and experienced in delivering at pace, amidst uncertainty and conflicting priorities;
  • Able to think strategically to design and deliver complex programmes of work, identifying areas of join-up to streamline activity;
  • Has strong interpersonal skills and is comfortable challenging senior colleagues to deliver shared and (sometimes) differing objectives;
  • Able to think critically and proactive identify and address opportunities, risks, barriers and tensions within a fiscal event context;
  • An excellent communicator, with experience in giving direction and negotiating with clarity, integrity and enthusiasm.

Desirable skills
  • Experience of working in strategy and/or spending teams;
  • Experience working across Departmental boundaries, such as (but not limited to) cross-whitehall funds, white paper development or No10, HMT or Cabinet Office secretariat roles;
  • Comfortable with financial data.

There are two roles available, one role is offered on a permanent basis and one role is a fixed term/loan basis for 12 month maternity cover.

If the vacancy is offered as FTA/Loan, existing Civil Servants must join on a Loan basis only. Prior agreement to be released on loan must be obtained before commencing the application process. In the case of Civil Servants, the terms of the loan will be agreed between the home and host department and the Civil Servant. This includes grade on return.

This role is full time only. Applicants who wish to work an alternative pattern are welcome to apply however your preferred working pattern may not be available and you should discuss this with the vacancy holder before applying.

A reserve list may be held for a period of 6 months from which further appointments can be made.

Any move to Department for Culture, Media and Sport from another employer will mean you can no longer access childcare vouchers. This includes moves between government departments. Applicants who are successful at interview will be, as part of pre-employment screening, subject to a check on the Internal Fraud Database (IFD).
