We're looking for an experienced and technically knowledgeable Senior Major Works Billing & Consultation Officer to join our Service Charge & Specialist Leasehold Services team.
This is an exciting opportunity to play a key role in ensuring Southern Housing delivers major works consultation and billing activities accurately, compliantly and efficiently. You'll act as a technical specialist, leading on complex consultation and recoverability matters while supporting the successful delivery of major works programmes across our portfolio.
Working closely with colleagues across Asset Management, Building Safety, Planned Investment, Procurement, Finance and Service Charges, you'll help protect service charge recoverability, support statutory compliance and ensure residents receive clear, accurate and timely information.
What you'll be doing
- Leading on complex major works consultation and billing activities, ensuring compliance with statutory requirements and lease obligations.
- Reviewing and quality assuring Section 20 consultations, major works billing and final accounts.
- Supporting the preparation and service of Section 20B notices where required.
- Providing technical assurance on service charge recoverability, lease interpretation and billing processes.
- Leading on complex resident enquiries, complaints and service charge disputes.
- Supporting First-tier Tribunal cases through the preparation of evidence and technical information.
- Acting as a trusted advisor to stakeholders across the business on consultation, recoverability and leasehold matters.
- Identifying opportunities to improve processes, controls and service delivery.
- Mentoring and supporting colleagues, sharing knowledge and promoting best practice across the team.
- Helping embed a customer-focused, right-first-time approach to major works consultation and billing.
What you'll need
Essential
You'll bring significant experience in:
- Major works consultation, major works billing, final accounts and leasehold service charge administration.
- Applying Sections 19, 20 and 20B of the Landlord and Tenant Act 1985 and associated legislation.
- Interpreting residential leases and assessing service charge recoverability.
- Reviewing complex consultations, apportionments and billing arrangements.
- Providing technical guidance and support to colleagues and stakeholders.
- Managing complaints, disputes and complex customer enquiries.
- Building effective relationships across operational, technical and finance teams.
- Analysing complex issues and delivering practical solutions.
- Working with Microsoft Office and housing management systems, ideally MRI (Orchard) or similar.
Desirable
- Experience supporting First-tier Tribunal proceedings.
- Knowledge of procurement and contract administration within major works projects.
- Experience improving consultation, billing or recoverability processes.
- Understanding of building technology, planned maintenance and capital investment programmes.
- Membership of, or working towards accreditation with, TPI, RICS, CIH or a similar professional body.
