26.10.26 The Senior Commercial & Procurement Manager for Estates & Facilities (SCPM) is a key role within the Trust's Corporate Procurement Service and will provide Estates & Facilities category expertise supporting the Senior Procurement team in ensuring compliance with the Procurement Legislation and Standing Financial Instructions, securing Value for Money and achieving financial savings through tendering, supply chain optimisation and supplier relationship management.
Main duties of the jobThe post holder will create, implement and maintain an Estates and Facilities category strategy to ensure that cost-effective purchasing/ contracts work programme is developed and maintained to achieve key objectives, target savings and achieving value for money. This will include the direct provision and development of a cost-effective purchasing/ contracts work programme.
The post holder will support negotiations on contract extensions, variations and renewals andcontribute to the development of the Trust's corporate policies and strategies.
They will also support the management and resolution of contractual disputes.

Person Specification Experience Essential - In depth understanding of procurement in large complex organisations including the full supply chain aspects of demand management, sourcing and purchasing,
- Significant Experience of strategic sourcing, end to end tendering and contracting of complex procurement processes
- Significant Experience of interpreting and applying the Public Procurement Legislation.
- Experience of NHS Procurement with demonstrable achievements of high value and complex programmes
- Previous experience of staff management
- Experience in working in a health service environment
- In-depth experience of strategic procurement across categories such as the Estates and Facilities, Clinical, Non-Clinical, Capital and Data/Systems Categories
- Understanding Purchase 2 Pay (P2P) and invoice processes
- Extensive knowledge of developing specifications, drafting contracts, carrying out tender exercises and managing contracts post award
Desirable - Experience of material management and delivery and distribution
- Experience of delivering procurement under the Estates and Facilities category including Works
Skills Essential - Able to us own initiative in dealing with complex issues, and the ability to work under pressure and to deadlines including multi-tasking.
