The Cheshire West and Chester Council Digital, Data and Technology (DDAT) department has recently undergone a huge transformation and is looking for a Security Analyst to support the protection of the Councils' hosting, networks, and data infrastructure and monitoring of the ICT network to detect and respond to security breaches. You will work closely with the Security Engineer on the design of the security environment, protocols and will support the continuous improvement and appraisal of the security architecture for the Council.

Role responsibilities include:
  • Monitor the DDAT hosting, networks and data environment, responding to security incidents, coordinating incident responses across teams, and performing security assessments/vulnerability scans and code audits.
  • Monitor and respond to any breach or suspected breach of cyber security while supporting the resolution of incidents and problems.
  • Support the Council's phishing testing and awareness programme with the Security Engineer.
  • Contribute to the development and maintenance of the council's cybersecurity policies alongside the Security and Hosting Operations Lead, Security Architect and Security Engineer. This includes helping to review security policies and make necessary changes to adapt to the ever-changing security landscape.
  • Assisting the implementation, configuration and maintenance of technology which enable the DDAT cyber response, business continuity and disaster recovery plans of the Council.
  • Ensure adherence to industry standards, regulatory requirements, and best practices in DDAT security. By contributing to achieving compliance within PSN (Public Sector Network) and related government frameworks including those of the National Cyber Security Centre and the Information Commissioners Office.
  • Undertake any necessary out-of-hours work as requested to handle any actions raised by the SOC.


You will bring a degree in Cybersecurity, Computer Science or a related discipline, or equivalent practical experience, alongside a strong understanding of network architecture and security. This includes familiarity with routing protocols, encryption, firewalls and VPNs, as well as experience of monitoring network activity to detect and respond to potential threats. You will also have experience of system monitoring, configuration and troubleshooting, supported by strong analytical skills and a methodical approach to problem solving.

Experience of securing environments across a range of platforms, including Windows and legacy systems, and protecting endpoints across multiple locations is essential. You will be confident in identifying vulnerabilities through activities such as monitoring, assessment or testing, and in supporting the ongoing improvement of security controls in line with recognised standards such as ISO27001. Knowledge of security tools, monitoring systems and reporting capabilities is also important.

Relevant professional certifications, such as CompTIA Security+, CISSP, CISM or CISA, and membership of recognised industry bodies are desirable, alongside experience of local government ICT security practices and ITIL processes.

You will be an effective communicator, able to translate technical information clearly for both technical and non-technical audiences, and build positive working relationships across teams and stakeholders. Organised and detail-oriented, you will maintain accurate records and contribute to continuous improvement activity. A proactive and self-motivated approach is essential, with the ability to work independently, manage competing priorities and remain responsive in a fast-paced environment, while continuing to develop your knowledge of emerging security threats and technologies.
