Job Purpose:

Working with the Client organisations, the Project Manager will manage the delivery of specific infrastructure and development projects that the Client organisation prioritises through their Investment Plan. The role will interact and support other project managers and team leaders across the Client wider project portfolio.

They will ensure that a robust programme plan and risk management arrangements are in place and work to ensure that the range of projects are delivered at pace, remain within budget and achieve the outputs/KPI's. The role will also provide reliable advice, information, analysis and commentary to inform decisions made by the Client Board and, where required, central government sponsors.

Main Duties and Responsibilities:

Project Management

  • Manage, develop and co-ordinate the delivery of a portfolio of specific infrastructure and development projects and other built assets such as commercial buildings:

    • Prepare, monitor and manage the overall programme of activity for the project, and reporting against key milestones and deliverables
    • \t\t
    • Integrate projects within other area-based programmes to ensure a coordinated delivery
    • \t\t
    • The monitoring and reporting of key performance and financial indicators
    • \t\t
    • Ensuring that the assets are flexible and adaptable and aligned to the needs of the community
    • \t\t
    • Ensuring efficient cost in use is fully reflected in the designs
    • \t\t
    • Ensuring that the projects are delivered, commissioned and brought into effective use in an efficient and comprehensive manner.

    • Ensure robust systems and processes for effective risk management are in place and maintained, in line with the Client Risk Management policies.

  • Work with staff across Client organisations to ensure robust project plans are in place and that these are reviewed and updated regularly.

  • Manage the delivery of infrastructure and development projects to ensure the Client objectives are met, and the Clients vision for the Garden City is supported.

  • Support Client in liaising with other teams within the organisation and will include

    • Ensuring the Client delivers their CDM regulations is delivered across this portfolio of projects working collaboratively with other project managers and drawing on their construction expertise where required.

    • To ensure the relevant business cases and design briefs for each project are in place as part of the Client approval process.

    \t

    • To ensure that third party obligations for the delivery of infrastructure are monitored and any performance issues are resolved to the satisfaction of the Client.

    • To ensure all Infrastructure projects are designed and constructed at pace, to budget and that risks are mitigated as far as possible.

    • To actively engage with key stakeholders to ensure that they are well informed and engaged in the relevant projects.

    • Be responsible for the handover of projects and resolution of any defects.

    • Work with the Asset and Facilities team to ensure a smooth transition.
    • \t
    \t

  • Ensure all commercial arrangements are in place to support the timely delivery of projects, including undertaking commercial negotiations with partner organisations

  • Support the Client to oversee the delivery arrangements for the programme of projects, ensuring value for money, quality delivery, the highest standards of health and safety and a comprehensive approach to ensure that there is a fully integrated interface between all projects within the programme and externally.

  • Work collaboratively with other project teams to ensure that plans are aligned and cohesive.


    \t
  • Procure, recruit, and manage appropriate consultant support, to ensure quality outputs, to programme and that represent value for money.

  • Working closely with the Client Finance Team to ensure that all financial aspects of the project comply with the Clients financial framework, and all financial reporting requirements are complied with in a timely manner.

  • Presentation of regular reports on aspects of the project to Client Board.
Qualifications
Person Specification:

Essential

Qualifications

    \t
  • Educated to degree level or equivalent professional relevant qualification


    \t
  • Appropriate project management qualification e.g., PRINCE2, MAPM


    \t
  • Membership of a Professional Body associated with Project Management/Leadership Management/buildings/Health & Safety or Construction would be an advantage


Experience

    \t
  • Considerable knowledge and extensive experience of the delivery of infrastructure projects.


    \t
  • Developing briefs for infrastructure projects and understanding of contracts associated and construction


    \t
  • Strong project management skills for delivery of projects with a proven record and working within major projects and project teams.


    \t
  • Considerable knowledge and experience of CDM regulations and the discharge of these obligations. Preference is for Client side CDM experience.


    \t
  • Management experience within a multi-disciplinary working environment; budgetary and project management control.


    \t
  • Experience of working within/with a complex environment, government agencies, local authorities, property developers, house builders, environmentalists, communities and multi-disciplinary consultants.

  • Experience of working on community and civic infrastructure project or public buildings including developing proposals in close collaboration with project end users.

  • A strong understanding of programme and project delivery particularly in the public sector


    \t
  • Strong influencing sills and the ability to participate in, and lead collaborative design processes


    \t
  • Excellent communication skills: the ability to engage and influence stakeholders both within government, partner organisations and members of the public and the ability to deliver clear messages


    \t
  • Commercial acumen and negotiation skills


    \t
  • Good verbal communication skills


    \t
  • Excellent IT skills, particularly in Microsoft Excel, Word and PowerPoint


    \t
  • Ability to work on own initiative, with the ability to manage own time effectively

  • Highly organised with the ability to work to tight deadlines


    \t
  • Team player with the ability to work flexibly as part of a small team with demanding targets, and to work under pressure.
