Job purpose

The Learning Education and Development Department isresponsible for ensuring the delivery of excellent learning and developmentopportunities for all staff groups at all stages of their career within theNHS. It works in partnership with organisation such as Health EducationEngland, NHS England/Improvement, Higher Education Institutions, and trainingproviders in delivering its remit.

This post covers a broad range of administrative activitiesto support the Postgraduate Medical Education function, including but notlimited to, line management, budgets, procurement and support for the Directorof Medical Education IWT.

The post holder will be expected to act autonomously,ensuring that daily tasks and ongoing workloads are prioritised and completedin agreed time frames.

This post requires someone with initiative, a calm andprofessional manner, and a high standard of administrative and communicationskills.

Main duties of the job

Job summary

  • To manage and lead the Postgraduate Medical and DentalEducation Administration Team, ensuring the provision of an effective,professional and customer-focused administrative service.
  • To oversee the planning, coordination and delivery ofpostgraduate medical education programmes, educational events, traineeinductions, examinations and external visits.
  • To support the Learning and Development Department BusinessManager in the operational management, development and continuous improvementof postgraduate medical education services and administrative processes.
  • To ensure compliance with national postgraduate medicaleducation standards, quality assurance requirements, Deanery processes andRoyal College expectations, maintaining evidence and documentation forinspections and reviews.
  • To manage departmental budgets, monitor income andexpenditure, oversee sponsorship arrangements and contribute to effectivefinancial planning and resource utilisation.
  • To line manage administrative staff, including recruitment,induction, appraisal, training, performance management and team development.
  • To monitor departmental performance, analyse activity andworkload data, produce reports and implement improvements to ensure serviceobjectives are achieved.
  • To develop and maintain effective working relationships withDoctors in Training, consultants, educational supervisors, Deaneries, RoyalColleges and other internal and external stakeholders.

Job Statement

To lead and manage the administrative functions ofthe Postgraduate Medical and Dental Education (PGMDE) service, ensuring thedelivery of a high-quality, efficient and responsive support service acrossPortsmouth Hospitals University NHS Trust and Isle of Wight NHS Trust. The postholder will be responsible for the operational management of postgraduatemedical education administration, including staff leadership, qualityassurance, financial oversight, educational programme delivery, and compliancewith national training and regulatory requirements. The role will support theLearning and Development Department Business Manager in developing andcontinuously improving services that enhance the educational experience ofDoctors in Training and support the Trust's strategic workforce and educationobjectives.

SpecificCore Functions

  • Tosupport the Senior Medical Education Manager in being responsible for managingall the administrative functions of the Postgraduate Medical and DentalEducation Department ensuring an effective, responsive service, efficient useof rooms and the provision of professional educational service support.
  • Toundertake continuous assessment of working practices, workloads etc,recommending and making changes as required, including introduction of newprocedures. Ensuring that workingpractices are efficient and effective, workloads are equitable, and necessarychanges to achieve this are fully implemented.
  • Ensuringthat all sponsorship from pharmaceutical companies is received in line with theTrusts Standing Financial Orders and that the amounts received are sufficientto meet the costs of the event they are sponsoring. Keep a running total of income andexpenditure to inform decision making around the purchases of equipment andservices from this budget.
  • Overseeresident doctor study leave and relocation claims, ensuring Deanery Guidelinesand NHS Standing Financial Instructions are adhered to.
  • Monitorthe departments workload against targets and activity, making decisions andactioning appropriate changes to rectify problems.
  • Toliaise with the IT Department to ensure that the IT systems used by thedepartment are working efficiently and meet the needs of the department.
  • Tolead and take responsibility for the quality assurance process for PostgraduateMedical and Dental Education within the Trust
  • Toprovide support for speciality teaching programmes which is run on a weeklybasis.
  • Beresponsible for the co-ordination and smooth running of external visitsensuring that key representatives are available from the Trust, being awarethat the results of these visits directly impact on the number of trainees theTrust are able to employ.
  • Tolead and manage the Resident Doctor Induction Day ensuring that the firstimpression of the Trust by this group of staff is a positive one. During the day facilitate the smoothtransition between groups and lectures, answer any queries from junior doctorsand lecturers and be prepared to step in when necessary e.g. delivery of thefire video. Work with Director ofMedical Education and Senior Medical Education Manager to continuously improvethe content and delivery of the programme.
  • Beresponsible for the day-to-day line management of PGMDE Staff includingundertaking interviews, induction, appraisals and training plans, staffmeetings and team building.
  • Toparticipate in planning of future services, and organisational changes, makingchanges to administration systems to meet future needs.
  • Participationin the Medical Education Managers Regional Meeting ensuring that IWT has the opportunity toinfluence regional changes in PGMDE processes/policies.
