Job Title: Learning Content Development Manager
Salary: The starting salary is £48,995, which includes allowances totalling £3,009.
The salary is broken down as £45,986 basic salary, which will increase annually until you reach the top of the scale £54,863. Plus, a location allowance of £2,009 and a non-pensionable allowance of £1,000.
This role does not attract Shift Disturbance Allowance. If you are currently in a shift-working role, SDA should cease upon appointment to this job.

The Learning Content Development Manager is a highly skilled mid-level manager responsible for project managing the development, commissioning and/or outsourcing of Workforce Capability training requirements across the Metropolitan Police Service.
The role provides structured oversight of the Workforce Capability learning content pipeline, ensuring training requirements are progressed through a clear timeline view from initial scoping through to requirements gathering, design, build, test, deployment and ongoing maintenance. This includes managing workflow, resource allocation, dependencies, risks and delivery priorities across the Content Design & Development Team.
The role holder will drive forward the Met's Curriculum and Catalogue by supporting the delivery of professional, user-focused learning interventions onto the MPS Learning Management System (LMS) and associated learning platforms.
Reporting to the Head of Content Design & Development, the postholder provides project management, accountability and delivery oversight across multiple learning content projects. They will work closely with multidisciplinary creatives, learning designers, developers, officers, subject matter experts, external suppliers and senior stakeholders to ensure learning products are delivered to agreed timelines, standards and organisational priorities.
The role will also support team leaders with resource planning, budget monitoring, financial reporting, workflow controls and improvement of project management processes, with Monday.com being a core tool for pipeline visibility and delivery management.
Key responsibilities- Project manage the development, commissioning and outsourcing of Workforce Capability learning content projects, ensuring delivery through a structured pipeline and timeline approach.
- Oversee the full learning content lifecycle, from scoping and requirements gathering through to design, build, testing, deployment, evaluation and review.
- Manage project plans, timelines, dependencies, milestones, risks and escalations using Monday.com as the primary project management platform.
- Provide clear delivery reporting to the Head of Content Design & Development and stakeholders, including progress, risks, resource pressures and delivery confidence.
- Support resource allocation and project prioritisation, ensuring workloads are managed effectively and delivery risks are identified and escalated.
- Work closely with project leads to coordinate delivery, monitor progress and maintain alignment with agreed objectives and timelines.
- Line manage Content Design Leads, providing direction, support and accountability for performance and delivery.
- Maintain oversight of a multidisciplinary team of designers, developers, content leads, graphic designers, immersive designers and videographers.
- Build and manage stakeholder relationships across Workforce Capability, L&D and wider MPS teams to ensure requirements and expectations are understood and delivered.
- Facilitate programme design workshops, providing project management expertise, delivery insight and planning support.
- Engage and manage external suppliers, contractors and freelancers through the managed service framework where required.
- Develop and embed effective project governance, workflow, reporting, resource management and quality assurance processes.
- Champion the effective use of Monday.com, ensuring dashboards, reporting and project information remain accurate and up to date.
- Support the deployment and quality assurance of learning content within the Cornerstone LMS.
- Maintain accurate project documentation, records and version control to support governance, auditability and continuous improvement.
- Lead project meetings and coordinate project administration, including documentation, actions and terms of reference.
- Support budget management, resource planning and financial reporting across the Content Design Team.
- Apply appropriate project management methodologies and support change management activity to deliver Workforce Capability and wider L&D objectives.

- Knowledge of project management tools and reporting systems, with experience of platforms such as Monday.com desirable.
- Understanding of supplier management, procurement processes and commercial considerations.
- Awareness of learning management systems and content deployment processes.
Essential Skills- Degree-level qualification in Learning Design, Project Management, Business Management, a related discipline, or equivalent professional experience.
- Strong stakeholder management, communication and influencing skills.
- Proficient in Microsoft Office applications.
- Ability to manage multiple projects, priorities and resources within a fast-paced environment.
Desirable Skills- Experience of digital learning development tools such as Articulate 360 and Adobe Creative Cloud.
- Knowledge of project management platforms such as Monday.com, Microsoft Project or similar.
- CIPD qualification or equivalent learning and development experience.
- Understanding of content development methodologies and quality assurance processes.
Experience- Proven experience leading project delivery, workflow management and resource planning within a learning, digital or creative environment.
- Experience managing stakeholder relationships and working with internal and external partners to deliver business outcomes.
- Experience coordinating the development and delivery of learning or digital content solutions.
- Experience producing and presenting project reports, dashboards and performance data.
- Experience managing multidisciplinary teams and supporting complex programme delivery.
