The Role

The People & Organisational Development (P&OD) fnction helps ensre we have the people, skills and cltre needed to deliver excellent services for residents and commnities. Within P&OD, the Reward team provides specialist expertise across pay, grading, job evalation, benefits, market benchmarking and eqal pay.

This is an exciting opportnity to join s as or interim lead reward specialist, shaping reward frameworks that are fair, transparent, legally compliant and financially sstainable. Working closely with senior leaders, people professionals, trade nions and external partners, yo will provide expert advice and insight that spports workforce strategy, organisational change and a positive employee experience across a large and complex Concil. The Opportnity

The Senior Reward Consltant is the organisation's lead specialist for reward, providing expert professional advice and leadership across pay, grading, job evalation, reward policy, benefits and reward governance. The role is responsible for ensring reward frameworks and practices remain fair, compliant, financially sstainable and aligned with organisational priorities, enabling the organisation to attract, retain and motivate the workforce reqired to deliver excellent services.

Working across a wide network of senior stakeholders, the role combines strategic insight with operational delivery, providing expert consltancy on complex reward matters, organisational change and workforce initiatives. The postholder leads the development, implementation and continos improvement of reward policies, processes and practices, ensring decisions are evidence-based, legally compliant and informed by external market intelligence and internal workforce data.

As the organisation's principal reward sbject matter expert, the Senior Reward Consltant provides assrance and governance over reward-related activity while working collaboratively across People & Organisational Development and the wider organisation. The role plays a key part in spporting workforce stability, organisational change and the delivery of people priorities throghot the remaining lifecycle of the organisation.

Accontabilities
  • Lead the development, implementation and ongoing review of reward, pay and grading policies, frameworks and processes, ensring they remain eqitable, legally compliant, financially sstainable and aligned with organisational reqirements and workforce priorities.
  • Act as the organisation's lead professional adviser on job evalation, grading and pay design, providing expert gidance, qality assrance and governance to ensre consistent application of policies and robst decision-making across the organisation.
  • Provide specialist reward consltancy and advice to senior leaders, People colleages and managers on complex reward matters, spporting informed decisions on organisational change, recritment, retention, recognition, market positioning and employment reward isses.
  • Lead the collection, interpretation and presentation of reward-related data, workforce metrics and market intelligence, sing insight and evidence to spport decision-making, identify risks and opportnities, and inform reward recommendations.
  • Maintain effective governance arrangements for reward-related activities, ensring compliance with legislation, organisational policy, adit reqirements and recognised best practice, while identifying and mitigating potential risks.
  • Manage the organisation's reward and benefits provision, inclding the review, procrement, implementation and monitoring of schemes and contractal benefits, ensring vale for money, operational effectiveness and a positive employee experience.
  • Lead the organisation's approach to eqal pay, reward assrance and pay eqity, ndertaking analysis, reviews and improvement activity to identify and mitigate risk, ensre compliance with legislative reqirements and spport fair, transparent and eqitable reward practices across the organisation.
  • Develop effective relationships with senior stakeholders, trade nions, external partners and professional networks to spport the sccessfl delivery of reward priorities, inflence decisions and share best practice.
  • Maintain expert knowledge of reward practice, employment legislation, job evalation methodologies, market trends and emerging developments, providing sbject matter expertise to spport organisational decision-making and continos improvement
  • Work collaboratively across the People and Organisational Development fnction to spport wider workforce priorities and organisational objectives, contribting professional expertise to corporate initiatives and service improvement activities.
  • Specific individal and shared targets and objectives are defined annally within the performance management framework.

  • The Experience Yo Will Bring
  • Degree edcated (RQF Level 6) or eqivalent throgh relevant professional experience.
  • Chartered CIPD, CIPP or eqivalent professional qalification, with evidence of contining professional development.
  • Extensive knowledge and experience of reward strategy, pay frameworks and benefits design within large, complex organisations.
  • Expertise in pay eqity, eqal pay and reward governance, with a strong nderstanding of relevant employment legislation.
  • Significant experience of pay and grading, market benchmarking, reward analytics and salary srveys.
  • Expert knowledge and practical application of job evalation methodologies and organisational workforce frameworks.
  • Strong analytical and nmerical skills, with the ability to translate complex data into strategic insight and recommendations.
  • Proven experience of leading complex change, programmes and projects, inclding bsiness case development and risk management.
  • Exceptional commnication and inflencing skills, with the ability to advise and challenge senior leaders and stakeholders

  • This is a hybrid-working role contractally based in Chelmsford. The role allows for some home-working with a reqirement to attend the office 1 day per week, in line with bsiness need.
