Are you an experienced educational leader with a passion for inclusion, equity and improving outcomes for children and young people with Additional Learning Needs (ALN)?

Newport City Council is seeking an exceptional Inclusion Adviser (Inclusion and ALN) to play a key strategic role in shaping inclusive education across the city. This is an exciting opportunity to influence policy, drive school improvement and ensure that learners with additional learning needs receive the support they need to thrive.

About the Role

Working as part of the senior Inclusion leadership team, you will support the delivery of the Council's vision for inclusive education and provide leadership across a range of strategic ALN and inclusion priorities. The successful candidate will work collaboratively with schools, settings, special schools and multi-agency partners to strengthen inclusive practice and improve outcomes for children and young people from Early Years through to Post-16.

You will lead the Inclusion and ALN Advisory Team, developing high-quality support, challenge and intervention programmes that help schools build capacity and sustain effective inclusive practice. A key aspect of the role will be supporting the implementation and continued embedding of the Additional Learning Needs and Education Tribunal (Wales) Act and ensuring the Local Authority fulfils its statutory duties.

Key Responsibilities

You will:

• Provide strategic leadership for Inclusion and ALN across Newport schools.
• Lead and manage a specialist advisory team supporting inclusion and additional learning needs.
• Drive the development and implementation of the Local Authority's Inclusion Strategy.
• Support schools in delivering high-quality provision through effective Individual Development Plans (IDPs) and person-centred planning.
• Lead quality assurance activities, including Inclusion Reviews and Learning Resource Base (LRB) reviews.
• Work closely with special schools and partners to build capacity within mainstream settings.
• Develop and deliver training programmes for ALNCOs, school leaders and inclusion practitioners.
• Lead on the strategic development of neurodiversity provision across Newport.
• Use data and intelligence to evaluate impact, inform decision-making and support vulnerable learners.
• Foster strong partnerships with education, health and wider agencies to improve outcomes for children and young people.

Essential Requirements

• Qualified Teacher Status (QTS).
• Degree-level qualification or equivalent.
• Successful teaching experience and a proven track record of raising standards.
• Experience leading educational improvement initiatives.
• Strong understanding of ALN legislation, inclusive practice and current developments in education.
• Outstanding communication, coaching and relationship-building skills.
• Ability to analyse and use data effectively to drive improvement.
• Experience motivating and developing teams to achieve ambitious outcomes.
