Newport City Council is delighted to be recruiting a Housing Surveyor Enforcement Officer to join our Environmental Health Housing Team. Our team plays a vital role in regulating the private rented sector, including Houses in Multiple Occupation (HMOs), while also addressing a wide range of domestic, residential and commercial environmental health and public health issues.

About the Role
This is a varied and rewarding position that offers the opportunity to make a real difference to housing standards across Newport.
Key responsibilities include:
- Responding to reactive complaints relating to housing conditions.
- Undertaking programmed inspections of licensed residential accommodation.
- Surveying properties as part of the House in Multiple Occupation licensing process.
- Producing schedules of work and recommending remedial measures.
- Supporting enforcement action to improve housing standards.
- Carrying out work relating to statutory nuisance, drainage issues, unauthorised encampments, caravan sites and other public health functions.
- Supporting landlord registration and landlord/agent licensing through Rent Smart Wales.
- Working collaboratively with colleagues across the Council and external partner organisations to deliver effective housing and environmental health services.

About You
We are looking for a motivated and self-sufficient individual who possesses:
- An HNC/HND in Construction, Property Surveying, or a related discipline.
- A sound knowledge of building construction, defects and appropriate remedies as applicable for domestic renovation and improvement.
- Successful completion of Housing Health and Safety Rating System (HHSRS) training and the associated enforcement course, or the ability to achieve this within six months of appointment.

You should be able to demonstrate:
- Excellent communication, negotiation and interpersonal skills.
- Tact and diplomacy when dealing with a wide range of people.
- Flexibility and adaptability in a varied and demanding role.
- Confidence in carrying out regulatory enforcement activities.
- Strong organisational skills with the ability to prioritise workloads and meet deadlines.
- Effective problem-solving and decision-making abilities.
- Flexibility, initiative and the ability to work independently.

- Home working
