- CCAB or CIMA professional qualification with current membership of a recognised professional body.
- Significant post-qualification experience in financial management within a complex organisation.
- Extensive knowledge of NHS finance, financial governance and healthcare policy.
- Experience of budget setting, financial planning and forecasting.
- Excellent analytical skills with the ability to interpret complex financial information.
- Strong communication and influencing skills, including experience of presenting financial information to senior stakeholders.
- The ability to build productive relationships across organisational boundaries.
- A proactive, collaborative approach with a commitment to continuous improvement.

Working arrangements The role is based at County Hall, Leicester, with hybrid working available. Regular travel across the East Midlands is required, including visits to provider Trusts, Integrated Care Boards and regional meetings. The successful candidate must be able to travel independently throughout the region.

Person specificationKnowledge, Training and Experience Essential criteria - CCAB/CIMA qualified and current member of recognised professional body.
- Extensive knowledge of specialist areas, acquired through post graduate diploma or equivalent experience or training plus further specialist knowledge or experience to master's level equivalent;
- Evidence of post qualifying and continuing professional development;
- Must have an understanding of the background to and aims of current healthcare policy and appreciate the implications of this on engagement
- An appreciation of the relationship between the Department of Health, individual provider and commissioning organisations
- Member of relevant professional body
Communication Skills Essential criteria - Must be able to provide and receive highly complex, sensitive or contentious information, negotiate with senior stakeholders on difficult and controversial issues, and present complex and sensitive information to large and influential groups

Analytical Essential criteria - Problem solving skills and ability to respond to sudden unexpected demands
- Ability to analyse complex facts and situations and develop a range of options

Planning Skills Essential criteria - Demonstrated capability to plan over short, medium and long-term timeframes and adjust plans and resource requirements accordingly
- Experience/knowledge of project principles techniques and tools
Management Skills Essential criteria - Must be able to prioritise own work effectively and be able to direct activities of others. Experience of managing and motivating a team and reviewing performance of the individuals.
Physical Skills Essential criteria - Working knowledge of Microsoft Office with intermediate keyboard skills
Autonomy Essential criteria - Must be able to use initiative to decide relevant actions and make recommendations to Sponsor/ Manager, with the aim of improving deliverables and compliance to policies
- Ability to make decisions autonomously, when required, on difficult issues, working to tight and often changing timescales
- Experience of identifying and interpreting National policy. Experience of researching best practice (globally, private and public sector), interpreting its relevance and processes/ practices which could be implemented successfully to achieve system reform (advising on policy implementation)

The Trust will pay for the check initially and the money will then be deducted from your salary over a three month period commencing on your first month's payment.
The current price of a check is £38 for an enhanced and £18 for a standard check.
