The Challenge

Are you an experienced and enthusiastic Soft Facilities Management (SFM) subject matter expert? We have an exciting opportunity to join our new team in the Centre of Excellence, who will be a key member of the senior management team working within Soft FM Future Delivery Strategy and Planning. The role will lead on Soft Facilities Management services, both supporting and reporting to the Assistant Head. The role is responsible for providing leadership to the wider Defence Infrastructure Organisation (DIO), setting direction, managing strategic customers and supplier relationships, driving improvement and value within the business and for our customers. The role will be key to planning for contract expiry and supporting the re-let of various SFM contracts across the UK and Overseas through the teams outputs.

The postholder will develop appropriate regimes to ensure that relevant partners meet their legal and contractual outputs to support the Defence and site needs. In addition, the role will work closely with the customer to support and provide annual and long-term delivery plans to meet the changing and evolving needs of the business and ensuring that the MOD is gaining the maximising value from its contracts.

The postholder will be required to seek out opportunities to drive improvements in the performance of the DIO SFM business. The current UK wide contracts expire over the next two years, and this role will be integral to supporting and managing the expiry of these contracts with support from DIO delivery, commercial and finance colleagues to protect the value paid for under the contract and support the transition to new arrangements.

The CoE allows Regions to focus on Regional responsibilities by leveraging knowledge from across Regional Delivery and DIO supporting functions to develop better solutions. It will be responsible for cross-cutting activities across our customers and will deliver a programmatic approach to provide enhanced support. It will embed more agile ways of working, develop lean processes and support defining and realising continuous improvement opportunities. The CoE will work across multiple stakeholders to gain insight, share and implement considered Learning from Experience, provide consistent and coherent advice and strategic direction.

Responsibilities

Main Responsibilities

Support the Assistant Head Soft FM to ensure effective operation of Regional Delivery (RD) in delivering the DIO business plan, and managing a diverse, inclusive and capable team.
Support Departmental business, including Ministerial correspondence, media enquiries, Parliamentary Questions and FOI (Freedom of Information) requests.
Assess and assure emerging Defence plans and customer needs and apply industry knowledge to strategic direction.
Provision of catering, retail and leisure industry-based expertise and market specialisation knowledge, including financial and legal insights.
Maintain, review and act upon the key national Soft FM risks and trends to minimise the risk to the contract, DIO, Client and MOD.
Support the development of requirements to support tender documentation.
Support future contract management understanding, implementation and administration.
Attend and chair customer liaison meetings as required.
Support the design and implementation of measurement methodologies and dashboards to enhance business intelligence and benchmark performance.
Develop and build strong collaborative relationships with our partners in accordance with industry principles and standards.
Engage with suppliers to share our plans at the strategic and operational levels to ensure alignment in parties intent, priorities and resources.

Desirable Experience & Skills

Understanding and complying with statutory, regulatory and professional requirements for Soft FM Contracts
Hold or be willing to work towards full level membership of relevant professional body or have equivalent relevant experience

Employment Hours

The Defence Infrastructure Organisation (DIO) is the estate expert for Defence, supporting the armed forces to enable military capability by planning, building, maintaining, and servicing infrastructure.
