Help shape and maintain Leicester's highway network.

We are seeking motivated and committed professionals to join Leicester City Council's Highway Maintenance Service as Contracts Supervisors. These are career-graded opportunities offering a clear pathway for development and progression, with appointments made according to your qualifications, skills, and experience.

• Contracts Supervisor (Band 8)
• Senior Contracts Supervisor (Band 9)

Successful candidates will be appointed at the level most appropriate to their knowledge and experience.

This is an exciting opportunity to play a key role in delivering essential highway maintenance services and major infrastructure projects that keep Leicester moving. You will contribute to the planning, supervision, monitoring, and delivery of construction, maintenance, and transport improvement programmes across the city.

Leicester City Council maintains over 500 miles of roads and 800 miles of footways, while also delivering significant public realm and transport improvement schemes. Our work supports safer, more sustainable travel, enhances the city's infrastructure, and provides critical services such as winter maintenance and gully cleansing.

Joining our experienced team of highway professionals, you will be involved in supervising projects from planning through to completion, helping to ensure the city's highway network remains safe, efficient, and resilient.

Working Arrangements

These are permanent, full-time positions working 42 hours per week, Monday to Friday.

To meet operational requirements, you will be expected to work up to 190 additional hours per year. These hours may be undertaken during evenings, weekdays, Bank Holidays, or weekends to support construction activities and attend meetings. Weekend hours are paid at an enhanced rate.

You will also participate in a regular out-of-hours standby rota.

The role is based at our Castle Park Depot on Leycroft Road, although work will take place throughout the city and occasionally further afield. A full driving licence is therefore essential. You will be provided with the necessary ICT equipment, including a desktop computer and/or mobile device, to support your work.

As a career-graded position (Band 7 to Band 9), future progression will be based on demonstrated performance, achievement of agreed development objectives, annual appraisal outcomes, and the availability of higher-level opportunities.

What You'll Be Doing

As a Contracts Supervisor, you will support the successful delivery of highway construction and maintenance schemes by supervising operational teams and subcontractors, ensuring work is completed safely, efficiently, and to the highest standards.

Key responsibilities include:

• Supervising highway maintenance, construction, and improvement works.
• Managing and coordinating internal resources, contractors, and subcontractors.
• Monitoring compliance with health and safety requirements and safe working practices.
• Ensuring the correct installation and maintenance of traffic management and site safety measures.
• Monitoring quality standards, workmanship, and project progress.
• Maintaining accurate records, including measurements, work records, and timesheets.
• Supporting project planning, programming, procurement, and resource allocation.
• Working collaboratively with colleagues, contractors, utility companies, and other stakeholders to deliver successful outcomes.

What You'll Need

You will have experience in the planning, implementation, or supervision of highway and civil engineering construction and maintenance activities.

We are looking for candidates who can demonstrate:

• Experience of planning and delivering highway or civil engineering works programmes.
• Knowledge of construction methods, specifications, and quality standards.
• Experience contributing to traffic management planning and site operations.
• The ability to build and maintain effective relationships with clients, contractors, colleagues, and stakeholders.
• A sound understanding of health, safety, and environmental legislation and safe working practices.
• Strong organisational and project management skills.

Ideally you will hold a CSCS accreditation and possess a New Roads and Street Works Act (NRSWA) Supervisor qualification or another recognised supervisory qualification. Candidates who do not currently hold these qualifications must be willing and able to obtain them within six months of starting the role.

You will also have:

• Good IT skills, including experience using Microsoft Office applications and spreadsheets.
• The ability to maintain records, update databases, and produce reports.
• Excellent communication and interpersonal skills.
• The confidence and professionalism to manage challenging situations, resolve conflicts, and engage effectively with colleagues, contractors, and members of the public.
