Job description

Are you passionate about inclusive employment and skilled in leading impactful, target-driven programmes?

We are seeking a proactive and experienced manager to be our Connect to Work team to deliver a high quality, inclusive supported employment service for Brighton & Hove.

You will lead a dedicated team, engage stakeholders, and use data informed approach to drive perfromance, enhance service users outcome, and support individuals with complex barriers into sustainable employment. This is a strategic and operational leadership role, requiring a strong understanding of supported employment models, safeguarding, service delivery, and inclusive service design.

This is a fixed term contract running until the end of March 2029

What you will be doing
  • Lead the Connect to Work Delivery Plan for Brighton & Hove, ensuring high quality, inclusive supported employment services
  • Manage a team, oversee recruitment and onboarding, and support ongoing professional development
  • Design and deliver service compliant with supported employment, fidelity models, facilitating audits and implementing recommendations
  • Monitor performance, track key indicators, and manage delviery risks
  • Build partnerships with employers, health services, voluntary sector, and council teams to generate referrals and opportunities
  • Oversee stakeholder engagement to reach clients and employers across the city
  • Ensuring compliance with safeguarding legislation, data protection, and council policies
  • Delvier the programme within budget and manage financial controls

We are looking for someone who can demonstrate
  • Experience in performance monitoring, budget management, and outcome evaluation
  • Knowledge of national policy reforms relating to skills, employment and welfare rights
  • Understanding of local labour marker dynamics and employer engagement strategies
  • Excellent awareness of supported employment models (e.g. Individual Placement Support (IPS) and Supported Employment Fidelity Models (SEQF)
  • Strong Leadership, interpersonal and negotiation skills
  • Commitment to equality, diversity and inclusion in all aspects of service delivery

About Connect to Work

Connect to work is an exciting new employment programme across West Sussex and Brighon & Hove. The programme is funded by the Department for Work and Pensions and is part of the governments Get People Working Plan to support people facing barriers to work

Participants will come from a range of groups who without support would not be able to find or sustain work. They include young people, people with mental health challenges or disabilities, care leavers, homeless people, veterans and refugess. Through mentoring, coaching and using the Supported Employment model, the programme will help residents to find work.

We are a workplace that supports flexibility and employee wellbeing in the way we work whilst providing the best service for our customers. Team and service working arrangements are designed to support both employee work life balance and team collaboration. These would be part of your individual working arrangements alongside any personal preference agreed with your manager in advance of joining. Your contractual location will be the designated council office for your team and travel to and from your contractual location would be at your own expense.
