We are seeking an experienced and motivated Commissioning Development Officer to lead our mental health commissioning portfolio. This is an exciting opportunity to shape the future of mental health support, working across health, social care, providers, people with lived experience and wider system partners to develop innovative, person-centred services. The role will act as a subject matter expert within a designated commissioning portfolio and lead strategic transformation work across health and social care systems.

About the role

As a Mental Health Commissioning Lead, you will work with colleagues to take responsibility for driving forward commissioning priorities that support people to live fulfilling, independent lives within their communities. You will lead complex transformational programmes, develop commissioning plans, analyse needs and market intelligence, and work collaboratively with a wide range of stakeholders to improve services and outcomes.

A key focus of the role will be strengthening and developing Devon's mental health support offer through effective partnership working, market shaping and service redesign. You will work closely with NHS colleagues, provider organisations, operational teams and people with lived experience to ensure services are responsive, sustainable and deliver what matters most to local people.

About you

We are looking for someone with significant commissioning or operational experience in health or social care and a strong understanding of the wider mental health system.

You will bring

• Extensive knowledge of mental health services and pathways.
• A strong understanding of the Mental Health Act and associated responsibilities, including Section 117 aftercare arrangements.
• Experience of commissioning, service redesign and transformation within complex health and care systems.
• Excellent market-shaping skills, with the ability to influence provider markets and stimulate innovative service development.
• Knowledge of the interface between local authorities, NHS organisations and wider system partners.
• Experience of developing business cases, specifications, commissioning intentions and strategic plans.
• Strong analytical skills and the ability to interpret data, evidence and feedback to inform decision-making.
• Excellent stakeholder engagement, negotiation and influencing skills, with the confidence to work with senior leaders across multiple organisations.
