Civil Enforcement Officer (CEO)

Job description

We are looking for motivated, community-minded individuals to join our team of Civil Enforcement Officers, helping to keep Yorks streets safe, accessible and welcoming for residents, businesses and visitors.

This is a high-profile, front-line role where you will be a visible representative of the Council. Acting as our eyes and ears on the street, you will monitor parking compliance, issue Penalty Charge Notices where appropriate, and report environmental or street-level issues so they can be addressed quickly. You will also provide information, guidance and assistance to members of the public, delivering excellent customer service and helping create a positive experience for everyone who visits the city.

This role is ideal for someone who enjoys working outdoors, engaging with a wide range of people and making a positive contribution to the local community. You will need excellent communication skills and the confidence to remain calm, professional and courteous when dealing with challenging situations. The ability to work effectively as part of a team, while demonstrating resilience and sound judgement when faced with occasional conflict or confrontation, is essential.

The role is physically demanding and involves walking up to 10 miles each day in all weather conditions while carrying equipment. A full UK driving licence is essential.

You will work a consistent four-day working week covering Thursday to Sunday, alternating between early and late shifts. This fixed pattern provides certainty, allowing you to plan your personal commitments well in advance while supporting service delivery during key operational periods.

Previous experience in civil enforcement is desirable but not essential, as full training, a uniform and protective clothing will be provided. In return, you will join a supportive team and have the opportunity to make a real difference by helping to create safer, fairer and more accessible streets across York.

The duties of this post require the postholder to undertake a standard Criminal Record check (unspent convictions only) via the Disclosure and Barring Service.
