We are seeking an experienced and proactive Estates Officer to support the delivery of safe, compliant, and high-quality estates services across the Trust. This varied and rewarding role will involve overseeing contractor performance, supporting maintenance and capital projects, monitoring estates compliance and performance, and ensuring the Trust meets its statutory, regulatory, and health and safety obligations.

Working closely with clinical and corporate colleagues, service managers, contractors, and external partners, you will contribute to estates improvement initiatives, sustainability objectives, and the development of environments that support high-quality mental health care. You will also play a key role in designated estates compliance areas, helping to ensure services are delivered in line with legislative requirements, Health Technical Memoranda, and best practice standards.

This is an excellent opportunity for a motivated estates professional to make a meaningful contribution to the Trust's operational and strategic objectives, ensuring the estate remains safe, effective, sustainable, and fit for purpose for patients, staff, and visitors.

Please note: The base for this role is Bath NHS House but the postholder could be deployed anywhere in the Trust.

Main duties of the job

The post is responsible for supporting the management and delivery of the Trust's Estates services, ensuring compliance with statutory requirements, health and safety standards, and Trust objectives. Key duties include overseeing contractor performance, acting as a Responsible Person for designated technical compliance areas, supporting capital and maintenance projects, developing estates initiatives, monitoring estates performance and compliance data, contributing to sustainability and energy efficiency objectives, and working closely with staff, service managers and external partners to ensure safe, effective and value-for-money estates services across the Trust.

Detailed job description and main responsibilities

The post holder will support the management and delivery of the Trust's Estates services, ensuring that estate infrastructure, maintenance activities and capital projects are delivered in compliance with statutory requirements, health and safety legislation, Trust policies and organisational objectives. They will work closely with internal stakeholders and external contractors to maintain safe, effective and sustainable environments for patients, staff and visitors.

Key responsibilities include overseeing contractor performance and ensuring all works are delivered to the required standards, codes of practice, Health Technical Memoranda and legislative requirements. The post holder will act as a Responsible Person, Deputy Responsible Person or Informed Client for designated estates compliance areas, such as water, ventilation, electrical systems, asbestos, gas installations, pressure systems or other specialist engineering services, ensuring the Trust remains legally compliant.

The role supports the development and implementation of estates initiatives, maintenance programmes and capital projects, including the preparation of specifications, obtaining quotations and monitoring project delivery. The post holder will also maintain estates information systems, analyse performance data, coordinate statutory returns and compliance reporting, and contribute to the monitoring of key estates performance indicators.

In addition, the post holder will support the Trust's sustainability and energy management objectives, undertake estate compliance assessments and audits, manage procurement of estates-related goods and services, and participate in on-call arrangements as required. Strong stakeholder engagement is essential, requiring effective communication and collaboration with Trust staff, service managers, contractors and external partners to ensure estates services meet operational needs and deliver value for money.

The post holder will promote a positive team culture, maintain high standards of personal conduct and professional performance, and undertake any other duties reasonably required within the scope and responsibility of the role.

The postholder must have a UK driving licence and their own car.

Education and Qualifications

Essential criteria

• Evidence of a good general education / Educated to degree level or HNC/HND plus additional education to degree level in a relevant estates qualification, or able to demonstrate equivalent level of knowledge

Desirable criteria

• Incorporated Membership of relevant professional body such as CIBSE, RICS, CIOB, or IHEEM
• Evidence of relevant continued professional development, gained through either specialist course(s), or specific development experience.

Experience and Knowledge

Essential criteria

• Competent to act as Responsible Person in one or more Estates Maintenance areas
• Significant relevant experience of building or engineering services siteworks or maintenance
• Experience of documentation and protocols necessary in delivering either: Projects of complex nature and/or: Contract management of complex contracts
• Knowledge of Estates health & safety, technical compliance, and risk management
• Knowledge of procurement methods including purchase orders and construction contracts
• Specialist professional knowledge of several estates-related disciplines and functions, with the skills to transfer knowledge to new or less familiar areas of work.
• Experience in a supervisory role in an Estates or surveying role within a complex organisation

• Understanding of priorities for health care provision
• Familiar with: UK H&S legislation, Health Building Notes and Health Technical Memoranda, Construction and Maintenance contracts o Estates policies o Supervision of Estates maintenance activities or contracts, and/or Estates project works or contracts
• Experience of working with operational teams to deliver service modernisation improvements
• Experience in working in mental health service user environments
• Experience of managing others, both under direct line management and also those not under direct line management.

• Good interpersonal skills for development of positive working relationships with personnel outside the direct control of the individual - staff, service users and carers.
• Good communication skills, both written and verbal, at one-to-one level and meetings

• CAD skills for building plans. Use of estate databases
