About the Finance, Operations and Digital - Finance and Procurement

Shaping smarter sourcing & delivering value for public service

The Commercial Sourcing Team is the Government Legal Department's centre of excellence for commercial strategy. We work at the heart of the organisation, helping colleagues secure the goods and services needed to deliver legal services to government, while ensuring every procurement is compliant, proportionate and delivers value for money.

Our portfolio is varied and intellectually challenging. We lead procurements across professional services, legal technology, digital systems, AI, corporate services and specialist consultancy, supporting projects that are often high profile, novel and business critical. From early market engagement through to contract award and mobilisation, we provide commercial leadership that enables informed decision-making and robust governance.

Working in line with the Procurement Act 2023, Government Functional Standard and Cabinet Office controls, we combine technical procurement expertise with pragmatic commercial advice. We work closely with stakeholders across GLD, helping them navigate complex commercial issues, manage risk and achieve successful outcomes.

About the Role

The Role

This role sits within the Commercial Sourcing Team and supports the delivery of compliant, high-quality procurement activity across the Government Legal Department. The postholder will lead and support end-to-end sourcing exercises, working across a varied portfolio of requirements including CCS framework call-offs and further competitions.

You will help develop and deliver proportionate sourcing strategies aligned to the Procurement Act 2023 and Cabinet Office controls. This includes supporting market engagement, designing tender processes, managing evaluations, and contributing to award and mobilisation activity. You will ensure that procurement activity is underpinned by clear documentation, appropriate governance and audit-ready decision making.

Stakeholder engagement is a key part of the role. You will work closely with internal clients to understand requirements, provide clear commercial advice, and support effective procurement outcomes. You will also engage with suppliers and framework providers to help deliver value for money and consistent service delivery.

Alongside delivery, you will contribute to improving commercial processes, supporting risk management, and embedding consistent standards across the team. This is a fast-paced role that offers strong development opportunities within a supportive and collaborative environment.

Key Responsibilities
  • Deliver end-to-end procurement activity, from initial scoping through to contract award
  • Support the development and implementation of sourcing strategies in line with policy and controls
  • Draft and manage key procurement documents, including specifications, pricing models and evaluation criteria
  • Run compliant procurements through CCS frameworks and further competitions
  • Support and participate in evaluation and moderation processes, ensuring clear audit trails
  • Provide commercial advice to stakeholders, helping shape requirements and procurement approaches
  • Build effective working relationships with internal clients and understand business needs
  • Engage with suppliers to support value for money and effective outcomes
  • Identify and manage risks and issues, escalating where appropriate
  • Support governance processes, including approvals and assurance requirements

  • Awareness of public procurement regulations, including the Procurement Act 2023 and/or Public Contracts Regulations

Qualifications - Minimum Eligibility Criteria

Desirable:
  • MCIPS qualification or working towards MCIPS (or willingness to work towards)
  • Business degree or similar

Security Clearance Level

All GLD employees must hold BPSS. In addition to this, those based in our London offices must hold or be willing to obtain CTC level clearance for this role. If London based, you can start your position pending this clearance level, however your appointment will be conditional upon obtaining CTC clearance. Sponsorship and Visas

Visa sponsorship will not be given to candidates except where they are existing civil servants employed by GLD, who meet the HO/UKVI requirements for sponsorship. If you are an existing civil servant employed by GLD who requires sponsorship, you should confirm your eligibility for sponsorship for this role prior to application. Individuals should seek Home Office guidance on how new positions with the organisation impact on changes to sponsorship eligibility.

Candidates with Limited Leave to Remain can apply but must have at least 12 months remaining on an existing visa which allows them to work for GLD when employment commences. Candidates must ensure that their current visa dates cover the entire period of employment or that they are eligible for non-sponsored immigration routes, to allow their employment with GLD to continue for the duration of this role.

Selection Process

After the closing date, the appointing panel shall assess candidates' suitability for the role based on evidence provided in their application against the behaviours and experience outlined in the person specification.

If there are a large number of applications the panel will conduct a staged sift. The initial sift will be on CV alone. If you meet the minimum criteria for the CV you will then go to the full sift on all 4 behaviours.

In the eventuality that there are a high number of applicants successful at sift, GLD may operate a longlist, whereby applicants who have been shortlisted and met the minimum pass mark but are not selected for interview will have their application placed on hold.
