What you'll be doing;

Playing a central role in delivering Veolia's growth strategy for the Treatment Business Unit, the Senior Business Development Manager is responsible for delivering sustainable growth through winning new Local Authority contracts, securing extensions to existing Local Authority Contracts and working closely with the Treatment Business Unit and other Veolia functions to undertake ongoing improvements to Veolia's existing Treatment portfolio.

The role will have a focus on working with the Treatment Business Unit to adjustPFI/PPP contracts to cater for changes requried through the Resources and Waste Strategy. These multifaceted and complex contracts incorporate a range of facilities and services, including ERFs, MRFs, and HWRCs, with some also including Municipal services such as household Waste and Recycling collections. Theservice changes will requirefinancial and commercial negotiation, including amendments to complex payment mechanisms.

  • For each project the assemblement and day-to-day management of a project team comprising Veolia specialists in such areas as finance, legal, estates, planning, technology, as well as a core Development project team.
  • Management of each project to ensure key milestones and deadlines are reached
  • Lead on due diligence throughout the process, including prior to the qualification process
  • Lead on the dialogue/negotiation process and discussions with clients
  • Ownership of the technical, operational, planning, commercial, legal and financial aspects of a bid/project
  • Owner of cost tracker tool
  • Develop technical, operational, planning, commercial, legal and financial solutions
  • Identify and address areas of commercial risk and opportunity through a thorough review of Contract documents and undertaking sensitivities, the Paymech in particular
  • Oversee the work of the core project team, including Project Managers and Spatial Analysts
  • Produce Investco papers for Exco approval
  • Present proposals to key Veolia stakeholders, including members of Exco, so as to provide updates and for stakeholders to be provided with pertinent information in order to review proposals and sign off
  • Identify and develop key win themes
  • Undertake peer reviews of other bids/projects
  • Undertake a lessons learned exercise following each submitted bid/project
  • Work with Veolia functions to capture innovation and best practice and to identify and address areas in need of improvement
  • Support the mobilisation and stabilisation of new contracts and services
  • Review quality and financial and commercial offering before presenting to Head of Municipal and MD Municipal for sign off
  • Produce key operational method statements
  • Delegated responsibility in Treatment Development Director's absence
  • Work with key stakeholders including the Treatment Development Director, Municipal Development Director, the Chief Operating Officer - Treatment and their SLT, and the Director of Sustainable Technology to create and implement a five year Treatment Growth Strategy incorporating new business and retention opportunities comprised of short, medium and long term targets
  • The role will have a particular focus on extending Veolia's existing PFI/PPP contracts, which today have a collective value of £385 per annum. As such, the role is critical to the growth strategy and financial health of Veolia's Northern Europe Zone
  • Project lead for large-scale and complex new and existing Treatment Contracts, including Residual Waste disposal, the processing and sale of Dry Recycling, Organic Waste processing, and HWRCs. The project lead will include the following key roles and responsibilities;
  • Development Team point of contact for key external stakeholders, including procurement teams, service directors and advisors, including technical and financial consultants and law firms.
  • Oversee technical service offerings including the development/reconfiguration of new multi-million £ facilities. This includes identifying possible sites for development, working with external planning bodies, and working collaboratively with technology providers/supply chain
  • Oversee the production and completion of complex waste flows
  • Oversee the production and completion of complex financial models
  • Oversee Contract and paymech redrafting to mitigate risk and capture opportunity
  • Oversees material and electric sales strategy
  • Ensure Business Unit collaboration in order for clients to benefit from Veolia's full offering
  • Deliver or exceed the assigned aims of the Treatment Development Growth Strategy
  • Represent Veolia at client meetings and industry gatherings
  • Work with other Veolia functions to drive innovation, including the design, delivery and assessment of operational and technical trials
  • Tracking industry trends, and competitor moves, to help the team identify new business development/growth activities
  • To act professionally and respectfully at all times.
  • To perform all duties with an assurance that the environment is compliant both in terms of Risks and Assurance and any future decision making ensures a continuation of this compliance.
  • Work with wider Veolia functions to design and drive Strategic projects and a national/Zone/Global level
  • Management of consultants and external support at a strategic level
  • Leverage opportunity and mitigate risk afforded by key environmental legislation and other legislation impacting Veolia, including but not limited to the Environment Act and Emissions Trading Scheme
  • Drive the Ecological Transformation as part of the bid process, and existing Contract Development work, with a particular emphasis on decarbonising Veolia services
  • Ensure that offerings align with Veolia's MFP
  • The role holder will oversee the design of bespoke solutions which comply with / add value to Local Authority requirements. The role holder will therefore have to work with other departments and third parties to develop bespoke proposals based on Veolia's experience, background research on the area and relationships with key local stakeholders.
What we're looking for;

  • Minimum five years working in the Municipal Development Sector at a Development Manager / Director level
  • Track record in successfully developing, winning and extending large public sector waste and recycling infrastructure procurements including PFIs/PPPs/ and successor Contracts
