The System Operator leads on strategic planning and regulatory issues within the company. It shapes tomorrow's railway to meet the long-term needs of rail users, funders and stakeholders by understanding what their future requirements of the railway are likely to be and by planning the long-term capability and capacity of the network accordingly. Our integrated long-term plans are translated into proposed interventions to be developed and the outputs used to engage with potential funders. This is essential for the company to secure funding needed to effectively manage and develop the network. The purpose of the Economic Analysis Team is to provide the evidence base for these plans, supporting business case development throughout the lifecycle of projects and being the source of specialist advice, including demand forecasting.

This is a great opportunity to join our established and diverse team to support the development of long-term strategic plans and some of the most exciting infrastructure projects in Europe from East West Rail to the Northern Powerhouse Rail proposals. You will be leading our economic analysis in business case development and influencing the development of Network Rails long-term strategic plans. About the role (External) What does the day to day look like? Influencing the development of investment projects by providing advice at the earliest stage of the planning lifecycle Contributing to the development of our long-term industry planning through the preparation of demand forecasts and other economic analysis. Managing the development of specific analytical tools and processes to support Network Rails planning, commercial and regulatory activities. Co-ordinating the application of standard appraisal methodologies across Network Rail, in line with the industry planning framework, for both planning and investment analysis Contributing to the development and appraisal of specific investment schemes. Managing Network Rails relationships with Department for Transport and other stakeholders in respect of the analytical techniques used in industry planning processes. We are looking for someone who is able to demonstrate the below skills / experience Job Skills, Experience and Qualifications
Educated to degree level or relevant experience in economics, transport planning or related subjects. Good verbal and written communication skills. Excellent analytical and numerical skills. Good experience of developing analytical frameworks. The ability to influence staff and external stakeholders at senior levels. Knowledge of the railway industry and its planning processes Line management experience
Good understanding of key transport policy issues. Good working knowledge of analytical tools in the railway industry
