The Challenge
If you are a suitably qualified Senior Development Surveyor who enjoys working on a wide range of exciting, interesting, and challenging projects and has a passion to work on one of the largest Estates in the country then the DIO Estates Department is for you

The MOD Estate is vast, covering about 1.8% of the United Kingdom land mass. The estate includes approximately 50,000 houses, 80,000 technical assets such as runway networks. It also includes 860 listed buildings, 770 scheduled monuments, 10000 archaeological and monuments, 170 Sites of Special Scientific Interest, and eight registered gardens and parks.
Within the Estates Team you will be involved in a wide breadth and variety of professional work on this high-profile public estate.

The Role
We are seeking a motivated Senior Development Surveyor to join and lead an established team within our expanding Estates network.
The successful candidate will be a customer focused team leader, and working closely with military and civilian colleges will deliver exciting and varied estate disposal activities from inception to legal completion.
The MOD Estate is wide and varied, On this unique Estate variety is certain and no 2 days will be the same!

This is an excellent opportunity to join the established DIO Acquisitions and Disposals Team (A&D) and the Estates network of highly skilled Surveyors, delivering subject matter professional advice to a wide range of customers.

Post Location
There is 1 position available to be worked from either Andover, or Catterick.

Due to the Covid-19 pandemic most employees are currently working from home, as these restrictions ease the post holder may be expected to work a combination of home and office based working. All employees will be provided with IT equipment to facilitate remote working.

Main Responsibilities

As an experienced property professional, the successful candidate will bring experience and understanding of commercial and residential development to DIO, taking on the responsibility for co-ordinating a diverse variety of disposal projects in the UK, focussing on maximising value from the sale of surplus assets. The successful candidate will be responsible for developing clear disposal strategies including the preparation of technical and marketing reports to support the approval of business cases.

The role will provide professional advice on a variety of property matters including development, valuation and town planning. Assisting in the delivery of MoD Estate rationalisation and receipt targets and you will undertake a variety of property and planning related tasks to enable the delivery of site disposals working with a wide range of internal and external departments, customers and partners. The role requires management of all disposal activities from inception to legal completion.

The successful candidate will lead, develop and support your team enabling delivery for all objectives. Creating strong working relationships within your team, Estates and wider DIO and MOD, you will promote collaborative working practices with all team members, customers, and partners in support of the management and development of the MOD Estate.

Travel Requirements
Post holders will be required to travel to the sites covered by the post on a regular basis and some visits may involve overnight stays. Some sites are difficult to access via public transport.

About our Team
Estates are the in-house real estate team within DIO advising our customers on current and future infrastructure needs. We acquire, manage, safeguard and dispose of the Defence real estate.
Our unique customer knowledge and insight of the Defence Estate enables our in-house team of chartered surveyors, town planners, registered valuers and technical staff to provide in-depth advice, adding value to our customers, delivering programmes across England, Scotland, Wales, Northern Ireland and Overseas. This includes but is not limited to: property advice, safeguarding, byelaws, rationalisation programmes, acquisitions, disposals, lease management, accommodation programmes, commercialisation initiatives, rating, valuation programmes and the management of the tenanted estate.
Estates have four delivery teams, Acquisitions & Disposals (A&D) - delivering the Acquisitions & Disposals Programme, Accommodation Optimisation Team (AOT) providing strategic accommodation advice and support, Land Management Services (LMS) providing a comprehensive land, estate and property management service and Safeguarding protecting specific assets and operational capabilities.

Acquisitions and Disposals (A&D)
Acquisitions and Disposals is the in-house Estates team responsible for disposing of all surplus MOD land and property to realise capital receipts for re-investment in the retained MOD estate. The team runs an extensive pipeline of sites for disposal supporting major infrastructure programmes. The team also acquire land and property for MOD projects when required.

Essential Licence: A full driving licence -
Post holders will be required to travel to the sites covered by the post on a regular basis and some sites are difficult to access via public transport.

Essential Qualification: A relevant Estate Surveying degree or equivalent qualification

Essential Membership: Full Membership of an appropriate estates professional body (Royal Institution of Chartered Surveyors - MRICS/FRICS)

The Defence Infrastructure Organisation (DIO) is the estate expert for Defence, supporting the armed forces to enable military capability by planning, building, maintaining, and servicing infrastructure.

Our responsibilities include:
Plan and deliver major capital projects and lifecycle refurbishment
Provide utilities services
Manage soft facilities management (i.e. cleaning and catering)
Provide a safe place to train
Allocate Service Families Accommodation

Provide a central register of asset information to advise infrastructure planning
Act as steward of the Defence estate

Employment Hours
The post advertised is for 37 hours net, however the Ministry of Defence offers a range of flexibilities to enable a better work-life balance for employees. Flexible working, Part-time working and Job Share working patterns will be considered.

For successful candidates based at the Andover location only the post offers a Market Skills Allowance of:
MRICS/FRICS Qualified - 5,000.00

This post does not offer any assistance with relocation allowances.

Environmental Factors / Hazards Associated with the Post
Travel may be required to carry out site visits where you may go on MOD Establishments, residential estates, building sites, agricultural land, training areas and firing ranges etc. The successful Candidate will need to comply with DIO H&S Policies and Procedures.
