Role purpose

As part of the strategic Data office setup, Data quality management, improvements, automation and innovations will play a pivotal role in improving the overall data quality thus servicing the data office demands, Colt business units' requirements and aligning IT strategy to overall business goals.

Considering the challenges we are facing in the voice area, the Data Office is looking for an individual with passion and proven experience in Data quality management with sound Voice expertise. The successful candidate will be responsible to architect, design and lead implementation of our Data Quality improvement initiatives, migrations, automations, governance framework implementation and be able to lead and guide to the entire DQM teams technical solutions in this space within the Voice area.

In this role you will work closely with stakeholders, cross functional teams, Data architects/ scientists, program managers and Data Office team members. You will help implement/drive the Data office data quality projects, data related architectural initiatives and other projects activities within data management.

Key accountabilities
  • Lead the implementation of Data Quality automations, improvement initiatives, migrations, and Data Quality governance initiatives
  • Carry out regular review of switch engineering landscape to maintain up-to-date switch config models
  • Be able to provide innovative technical analysis to highlight data quality issues within voice domain using state-of-the-art technologies, ideas and automation initiatives
  • Work with Voice engineering teams to obtain insights to current trends and technology transformation and their impact on data quality
  • Work with enterprise architects to identify the gaps in architecture, processes, IT systems to refine or define models and provide solution to mitigate them
  • Engage in scope discussions, solutions discussions with the key stakeholders including Service Delivery teams involved in terms of issues arising from voice data inconsistencies
  • Ensure data integrity and security for all solutions delivered
  • Perform/Manage IT and business Impact assessments and contribute to the high level design documentation
  • Ensure all governance and controls are adhered to by working across functions and departments to understand the data flow and seek inputs to arrive at a common solution collaboratively
  • Provide regular communications and reporting against all demands.
  • Drive continuous improvements to enhance operational efficiencies.
  • Accountable for day to day management tracking of budgets based on source budget tolerances for the DQM team
  • Lead the DQM team in terms of new skills building, training and hiring requirements.

  • Ensure adherence to enterprise data architecture standards, principles, best practices and agreed governance models to manage the data
  • Responsible for identifying and delivering automations, reusable patterns with state of art technologies viz. AI/ML based technologies where possible
  • Ensure adherence to ITIL and Colt's Data standards and policies.
  • Lead and mentor the support teams in technical areas for solutions.
  • Pro-actively share the Data Quality reports, status updates and devise stakeholders specific reporting mechanism in terms of Data quality initiatives, structures and progress reports.
  • Manage Service Requests, to ensure timely responses .
  • Provide feedbacks to the larger Data office, IT, ITA community with innovative ideas to improve data quality and governance

  • Deploy automations for repeatable data quality improvement tasks and focus on permanent strategic solutions/fixes to improve operational efficiencies
  • Drive Data migration initiatives using state-of-art technology toolset
  • Adhere and impose the Data Governance standards, principles, best practises as defined by the Data architects governance board
  • Explore innovations in the data quality management domain with use of latest state-of-the-art technologies

  • Various business functions across Colt : Sales, marketing, Legal, HR, Network engineering, service delivery, assurance, billing operations, Customer services, IT Support, IT development, Program and process, IT architecture etc. and other data office teams


Role specific requirements

Skills & Experience
  • Experience in OSS/BSS technologies with emphasis on the data structures and specifications for Voice products.
  • Proven capability in evaluating data requirements for pan-European Voice products and its lifecycle
  • In depth knowledge in interpreting raw Voice data from switch configurations within pan-European geographies
  • Sound knowledge of Data Quality management, data migration, data quality grading and governance is must.
  • Ability to translate numbers and observations into business insights and actionable deliverables.
  • In-depth knowledge of development in some of the widely used technologies - PL/SQL, Shell Scripting, Unix, Linux operating systems, Oracle RDBMS and dash-boarding
  • Develop skills in Python scripting.
  • Exposure to RPA tools, AI/ML based technologies, Cloud technologies and deployments from Data management perspective will be added advantage.
  • Motivate, monitor and mentor team members to produce quality solutions
  • Managing end-to-end project lifecycle including requirement gathering, analysis, development, deployment, testing and go live.
  • Should have experience in managing data privacy and in general securing data
  • Clear understanding Europe-wide Telecom regulatory data specifications
  • Knowledge of warehouse and business intelligence is desirable.
  • Management of Project Scope, Resources, Issues, Risks, Budget, Stakeholder, Conflict, Communications & Proposals
  • Analyze stakeholders' needs, scope the problem and develop business case to address the problem
  • Document requirements, source and evaluate alternatives, and recommend solution that best fits stakeholders' needs
  • Manage conflicts, issues and changes to ensure stakeholders and project team remain in agreement on solution scope

Qualifications
  • Bachelor's degree or global equivalent in a related field
  • 12-15+ years of relevant experience in working across data/IT projects, Telecom domain understating and Colt products, IT application details
  • Industry recognized certifications such as TM Forum SID modelling, Cloud certifications, Data visualizations, Analytics, MSP/PRINCE2/PMP/Agile etc.
