Job description

We are looking for an enthusiastic, organised and independent Band B (HEO / SEO) to help deliver DCMS's new International Tech Hub Network.

The Department for Digital, Culture, Media and Sport (DCMS) is delivering a multi-million pound digital development programme funded by the Prosperity Fund in five emerging markets across Africa, South America and Asia. As part of this programme, and as announced in the UK Digital Strategy, DCMS will set up a network of international tech hubs.

Tech hubs are small expert teams based in UK embassies, modelled on the successful UK Israel Tech Hub in Tel Aviv and tailored to local markets. They have three main aims:

1. develop local digital ecosystems through partnerships that harness the UK's strength areas in tech, including training and mentoring for local entrepreneurs, start-ups and tech companies;
2. support digital skills and capability building initiatives;
3. facilitate innovation partnerships between local tech firms and international companies (across all sectors) to drive growth and development.

New and innovative, the Prosperity Fund (PF) represents a step change in HMG's approach to promoting economic development and prosperity overseas. The PF was established under the 2015 Strategic Defence and Security Review (SDSR) with the primary aim of supporting growth in recipient countries and thereby reducing poverty. As such, it represents a key component of the prosperity pillar of the UK Aid Strategy. But the Fund uniquely focuses on promoting growth in ODA-eligible middle income countries, which are home to nearly 70% of the world's poor and where the development challenges remain significant, but at the same time are important business partners and drivers of prosperity. By delivering high impact, strategic multi-year programmes, across high opportunity countries, regions and sectors, the Fund will help create opportunities for international business, including UK companies. As the UK leaves the EU, an even more outward-looking global Britain investing and trading with the fastest growing markets will become increasingly important.

The successful applicant will undertake a range of project/programme delivery work, supporting the Head of Network to establish and implement the Tech Hub programme. They will work with a range of stakeholders within the department, across government and with UK and international stakeholders.

Key roles and responsibilities will include:

  • working with the UK-India Tech Hub to establish appropriate financial management and governance processes between the hubs and DCMS;
  • working with tech hub leads to produce forecasts, monitor expenditure and report to the central DCMS finance team;
  • providing regular financial and performance updates to the Head of Network, SRO and other senior officials as necessary;
  • drafting briefing and submissions for Ministers and senior officials;
  • ensuring that the hubs are adequately resourced, including assisting with hub recruitment;
  • assisting with the delivery of network wide programmes, where necessary;
  • collaborating with programme colleagues in DIT (Department for International Trade) and the FCO (Foreign and Commonwealth Office), to ensure that tech hub activities are integrated and aligned to the wider programme, and acting as interface between DCMS and central Prosperity Fund teams.

    This role will be based in DCMS's London office. The successful applicant will report into the Head of the UK-India Tech Hub and will work within the DCMS International Directorate. The job may require some international travel to India.

    Person specification

    We are looking for someone with the following skills / experience:

  • experience of working within programmes and/or projects
  • experience of producing and maintaining project documentation (project plans, risk logs etc)
  • experience of financial management
  • well organised with good attention to detail
  • able to work flexibly and pick up new corporate processes quickly
  • able to work independently as well as part of a team
  • confident at decision making, within agreed boundaries
  • comfortable engaging with senior stakeholders
  • able to communicate effectively at all levels, both verbally and in writing
