Job Purpose
Technology Services (TS) deliver critical business applications that are essential to the support and successful completion of business operations performed by Functions in meeting the Strategic Objectives of the Council.

The Systems Administrator is responsible for supporting application development, maintenance and system configuration activities for all Social Care line-of-business applications within Essex County Council (ECC).

Responsible for driving improvement in the quality of data across the Systems and liaising with internal customers.

Service/Functional Accountabilities

Responsible for working within a small team of Systems Administrators specifically supporting the Social Care System that ensure that the system remains optimised to meet business requirements and ensures continuity of services in the Social Care business environment, whilst working collaboratively with the Application Analysts to meet required Service and Operational Levels, and application performance objectives. Assisting as directed the delivery of applications and services, to ensure Service Level Agreements with different business functions can be met to agreed timelines.

Responsible for providing advice and guidance and a day to day basis to business users to ensure they have a full understanding of the Social Care application and how best to utilise the functionality to maintain efficient productivity in support of ECC customers.

Responsible for supporting the resolution of reported incidents to restore services to normal operation as quickly as possible reducing business disruption ensuring continuity of service to vulnerable customers being supported by ECC Social Care Teams and maintaining customer satisfaction.

Responsible for implementing and testing changes such as moves, adds and changes requested by the business users to maintain a current applications environment aligned to business requirements whilst maintaining control of access to the system ensuring sensitive data is protected in accordance with the principles of least privilege and for investigating report so misuse to advice corrective action.

Responsible for assisting the implementation, Release and Deployment process for all applications installation and testing of application upgrades, patching and changes including regulatory and legislative requirements to ensure the application maintains currency in support of business operations.

Responsible for following procedures and documentation for systems administration support and liaising with business users on a day to day basis to ensure they understand and can apply the processes effectively to gain support when it is needed to ensure the maintenance of business operations.

Responsible for assisting the business to create required business, statutory, legislative and regulatory reports utilising the reporting software associated with the social care application in order that the business can meet requirements for external scrutiny and audit.

Responsible for liaising with internal customers across Adult and Family Operations, Finance and Corporate Services to improve our systems data quality issues.

Perform analysis of information to identify Data Quality issues and work with the Senior Systems Administrator to seek resolution.

Process lists of data quality issues, engaging with users where appropriate in order to identify the correct information to be recorded.

Specific individual and shared targets and objectives are defined annually within the performance management framework.
Knowledge, skills and experience
  • Educated to A Level or equivalent by experience in a relevant subject.
  • Evidence of continual professional development to keep pace with technical and business change that meet defined SFIA V7 competencies.
  • Must demonstrate experience of working in a team successfully delivering critical business applications and Systems Administration functions for the Social Care Applications.
  • Qualification or high level of demonstrable capability with the Social Care Applications.
  • Able to demonstrate a clear understanding of, and capability to work within, relevant ICT related standards including HMG Security Policy Framework, IITIL V3, ISO/IEC 38500, ISO/IEC 27001, ISO/IEC 22301, ISO/IEC 20000, PRINCE2 and MSP
  • Good written, verbal communication and presentational skills
  • Good customer service skills

This position will initially, in line with current government guidance be based from home, with an expectation of being home based for the foreseeable future, however if / when government guidelines change the role may then revert to being office based, with Chelmsford as the expected location, whilst retaining some flexible working options.
