About the role (External)

The successful candidate will be required to lead cost reporting of portfolio projects and report on all commercial aspects. A key part of this role is to lead the commercial review of high value/high risk projects and attend valuation and progress meetings. Your experience will enable you to lead the challenge of cost elements, audit where appropriate and confirm whether valuations are consistent with agreed site progress.

As an experienced Commercial Manager, you will provide pro-active specialist expertise and advice on all proposed scope changes. You must recommend mitigating action on all commercial risk and claim events, providing management reports. Your experience will enable you to manage all commercial correspondence and contractual notices and you will lead the final account settlements on all projects to manage close out as per the project authority. You must also support the demonstration of efficiencies and continual improvement of estimating by undertaking cost analysis. An ability to provide high level support to the estimating team to negotiate all prices under existing contracts is essential. This role requires you to participate in the associated Quantitative Risk Assessment (QRA) and Value Management Workshops, confirming whether each project estimate contains sufficient allowance for the provisions of compliance with all Network Rail standards.

It's not necessary for you to have rail industry experience. In fact, what will set you apart is your motivation and natural flair for dealing with people at all levels.

Key Accountabilities

• Functionally responsible to the Head of Contract & Procurement [Asset] for all the commercial management work. Agreeing with Senior Procurement Manager that the contract strategy for all projects in their area agree to the timely implementation.
• Develop and deploy a robust commercial strategy for the management and control of the commodity work scope including effective pre and post contract project cost management across the portfolio.
• Identify a robust procurement programme for all schemes including suitable contractors/consultants to support the development and procurement process as appropriate.
• Lead with the Programme Commercial Managers in the management and resolution of legal and/or commercial disputes.
• Review and confirm the accuracy of all the periodic and adhoc reports. Identify programme slippage, emerging problems with the Programme Managers and agree robust solutions for implementation and appropriate reauthorisation corrective action.
• Confirm that all variances are explained to the Head of Contract & Procurement [Asset]/Programme Director/Senior Programme Manager. Monitor so that variances, period forecasts, AFCs and budget/authority.
• Co-ordinate the effective feedback into the pre contract procurement process so that all contracts that are let meet the sponsor and clients requirements. Review tender documents prior to issue to manage they are complete and conform to Network Rail C&P practise and procedure.
• Manage the establishment of appropriate controls and audit regimes to achieve adherence to Network Rail's procedures, relevant Railway Group and Network Rail company standards.
• Manage so that all commercial teams are deploying adequate resources from a commercial perspective, including provision of coaching and development for commercial staff.
• Plan and initiate the estimating and risk & value management of projects in a timely manner during the project life-cycle and secure resources to achieve this activity.

Job Skills, Qualification and Experience

Essential
• Educated to degree level or equivalent and professional qualification.
• Knowledge of the use and application of railway and construction industry conditions of contract.
• Knowledge of railway commercial contract management and estimating.
• Experienced staff manager
• Relevant railway and/or construction experience.

Desirable
• Experience of the management and review of contractor's interim and final accounts.

We adhere to a structured pay framework; any salary offered will be within the following pay range: £77,414 - £87,091 per annum
