In our role as an asset management service organisation, Network Rail owns, operates, maintains and, where funded, enhances the railway infrastructure.

With a 5,000-strong workforce and 2,700 miles of railway, our routes are here to serve communities and businesses of Wales, the Thames Valley, West of England and the South West Peninsula.

We transport commuters to key employment hubs including London, Cardiff, Bristol, Birmingham, Manchester and Liverpool. We directly serve London Heathrow, Europes busiest international airport and provide connections to Cardiff, Bristol, Birmingham, Manchester, and London Gatwick airports. We support leisure and tourism in all of these areas and support critical freight services, notably aggregates, moving millions of tonnes of freight every year.

We are focussed on getting the basics right; putting the passenger first to provide a safe, reliable and high performing railway every day. Immediate challenges include the December 2019 timetable change - the biggest timetable changes to GWR services since 1976 - which will provide thousands of extra seats, more frequent services and quicker journeys.

Brief Description

Route Businesses plan, operate and maintain the railway day-to-day. Our business units routes work closely with our customers, and are accountable for improving customer service, safety, and performance, as well as providing a value for money railway.

The Track RAM team develops the strategic vision for the Track asset; bringing together the different strands of renewal, refurbishment and maintenance to implement the strategy in a cost effective way. The Route On Track Machine Engineer is an integral part of developing this strategy with the drive to move to a predictive and data driven work programme.

About the role (External)

As Route On Track Machine Engineer, you will lead and direct the coordination of infrastructure maintenance On Track Machine requirements and management processes to deliver track geometry targets within budget and assist in developing the skills of the technical staff for better and effective use of all OTMs.



The key accountabilities of the role are summarised as follows:

1. Liaise with the infrastructure maintenance delivery units to identify OTM demand required to achieve route track geometry targets.

2. Liaise with NDS Planners to match OTM demand to machine and track access availability to achieve the most efficient overall plan for the company.

3. Identify opportunities to maximise cross functional benefits associated with sharing resources.

4. Produce OTM plans to meet business timescales, including financial business planning, track access planning and OTM contract timescales.

5. Act as arbiter where available infrastructure maintenance OTM resources require prioritisation within the route.

6. Act as a single point of contact for infrastructure maintenance OTM matters with NDS and RAMs.

7. Challenge and support the delivery units to apply intervention and operating guidelines in a consistent manner.

8. Champion the implementation of new or consistent methods of using OTMs, including supporting the development of associated staff competence management processes.

9. Coach infrastructure maintenance staff in the understanding and use of track geometry information.

10. Identify and communicate good OTM management practices with other OTM Engineers.

11. Develop infrastructure maintenance OTM strategies.

12. Undertake appropriate safety tours, staff surveillance, work quality and asset condition checks of infrastructure maintenance OTM activities.

13. Investigate and report upon suspected irregular workings and operational issues involving OTMs



Do you have?



Essential

Experience in OTM management, processes and techniques

Detailed knowledge of track geometry measurement techniques and reporting processes

Knowledge of safety and compliance management processes

Knowledge of track access planning processes

Knowledge of other functional disciplines

Detailed knowledge of relevant standards and procedures

Knowledge of operational railway environment

Good interpersonal, influencing, communication and organisation skills

Desirable

Incorporated Engineer

Knowledge of coaching techniques
