This opportunity is to be offered on a Fixed Term / Secondment basis

Our newly created People and Place Health function uses a new place-based and integrated approach. This function will help to build the right conditions for inclusive economic growth; improving skill levels, enabling adults to retrain, regenerating town centres, reducing health inequalities, and capitalising on our amazing green spaces, heritage, culture and arts. Sitting at the centre of one of the largest local authorities in the country, the function will foster close collaboration with colleagues across the council and with partners externally. Active Essex, a team within this function, is seeking a Local Delivery Pilot (LDP) Project Administrator to support are work to tackle physical inactivity across Essex.

Essex is one of 12 places, chosen by Sport England to be Local Delivery Pilots (LDP's) and has secured £10.68m from Sport England, to transform the way that inactive people in disadvantaged communities are engaged through a whole systems approach. This is a dynamic and sector leading piece of work, building on the Sport England and DCMS outcomes from "Towards an Active Nation" and the Active Essex strategy "Changing 1 Million lives." This has created a fantastic opportunity for an experienced and ambitious professional to become part of a highly regarded team

Job Purpose

The Essex LDP Administrator will work with the Lead Project Administrator to contribute to ensuring the infrastructure is in place for this £10million programme. Delivering governance, reporting, evaluation, finance and management structures with the 7 LDP strategic priorities at its heart.

The ELDP Administrator contributes to delivering a robust project infrastructure, underpinned by reporting and administration processes, to produce work within timelines. Delivering the operation of the LDP programme, including the production and distribution of programme status and risk reports, resource scheduling, organisation and recording of meetings and programme events.

Providing day to day support in the operations and administration of any public facing grant application process, arising from work stream outputs. As a well organised individual, familiar with working in a project environment. Knowledge of systems and whole systems change would be desirable.

Service/Functional Accountabilities

  • Contributes to fit for purpose programme and project control solutions, for planning, scheduling and tracking of projects and programmes, to ensure targets for quality are achieved and change is escalated for management action.
  • Contributes to the operation of project filing, for compiling and distributing reports to all relevant parties to ensure communication and the provision of information to support effective decisions.
  • Contribute to delivering administrative services to project boards, project assurance teams and quality review meetings to ensure smooth operation and efficient completion of governance activities.
  • Maintains programme and project files from supplied actual and forecast data escalating any deviation to ensure corrective action can be completed to prevent the risk of delay or cost overruns causing project/programme failure
  • Contributes to providing and/or supporting ad hoc work to ensure the smooth operation of the Programme Office and continuity in the provision of services.
  • Specific individual and shared targets and objectives are defined annually within the performance management framework.
  • Educated to A Level or equivalent by experience.
  • Evidence of continuing professional development and knowledge in relevant professional area, such as AMP PFQ or Prince 2 foundation would be desirable
  • Evidence of continual professional development to keep pace with technical and business change.
  • Able to demonstrate good experience in a Programme Management Office (PMO) role, preferably working within a large Local Authority or with a Service Provider providing Programme Office Management services
  • Proven track record of working within effective teams, delivering high quality projects or services that meet business requirements, enabling standardisation, simplification, sharing and re-use.
  • Able to demonstrate a high standard of Microsoft Office skills
  • Good written, verbal communication and presentational skills with the ability to deliver high levels of customer service.
