Job description

Coordination of function and/or programme plans to support overall programme and product delivery.
Maintain pipelines for the programme (policy implementation/ministerial asks with resources), internal projects, decisions and change control, in conjunction with the Delivery, Commercial and Product Management teams to identify priorities as resources (budget or people) become available.
Coordinate risk, issue action and decision workshops within the programme.
Develop and maintain decision and action trackers and ensure they are up to date, accurate and managed at the appropriate governance meetings.
Identify, schedule and track key decisions to ensure programmes, projects and operations continue without delay.
Work with senior stakeholders to ensure decisions are understood and owned, both inside and outside of BDUK.
Identify and monitor project risks and issues. Develop mitigating actions and escalate as appropriate. Identify and work with related projects to manage interdependencies.
Manage and lead the project/programme to deliver the agreed outcomes within time, cost and quality constraints.
Day to day management of the project/programme and associated team. Provide effective leadership and management controls. Accountable to the Programme level leadership to ensure Programme delivery against plans etc. Manage effective transition between project/programme phases.
Identify skill requirements; and deploy and develop resources.
Deliver the agreed Business Case benefits and outcomes. Ensure appropriate Benefits Realisation Strategy is in place, and monitor longer term delivery of benefits against the Business Case.
Support effective governance and decision making. Provide reporting and engage in mechanisms that hold you, as Project Manager, to account for delivery.

APM or PRINCE2 Practitioner level Qualifications
Experience of RAID and decision management
Ability to build good working relationships with stakeholders at all levels.
Solution driven, logical problem solver.
Demonstrates a genuine passion/interest for project delivery and knowledge sharing and skills development of others.
Experience of facilitating programme and project delivery workshops.
Experience in Programme/Project planning.
Good written and verbal communication skills.
Extensive project delivery/PMO experience.

First Stage Interview/Assessment

Candidates successful at the review stage may be invited to attend a first stage interview/assessment.


During the interview process, candidates will be asked to provide further evidence of their technical skills and experience. Interviews may also include a presentation exercise. The interview will be a blended assessment consisting of a series of questions against the Civil Service Success Profiles Behaviours and Strengths.
The following behaviours will be tested at interview: Making Effective Decisions, Seeing the Bigger Picture, Delivery at Pace and Leadership

Should a large number of applications be received, the initial sift may be conducted using a lead behaviour. This will be the behaviour which is listed first in the job advert. Applicants will be expected to demonstrate the essential role requirements within the application behaviour responses.

DCMS has a London and a National pay scale. For more information on this, including the circumstances in which each pay scale will apply, please see the candidate information pack.

Applicants who are successful at interview will be, as part of pre-employment screening subject to a check on the Internal Fraud Database (IFD). This check will provide information about employees who have been dismissed for fraud or dishonesty offences. This check also applies to employees who resign or otherwise leave before being dismissed for fraud or dishonesty had
their employment continued. Any applicant's details held on the IFD will be refused employment.

A candidate is not eligible to apply for a role within the Civil Service if the application is made
within a 5 year period following a dismissal for carrying out internal fraud against government.

Interviews are held remotely and successful candidates get to experience our bespoke remote on-boarding process. Although initially remotely, the role will be based at the location stated in this advert.

A reserve list will be held for 6 months from which further appointments can be made.

The expectation within DCMS is that staff will normally remain in post for a minimum of 12 months for band C, 18 months for band B and 24 months for band A/AU and will not apply for DCMS roles on level transfer during that time.

Existing Civil Servants and applicants from accredited NDPBs are eligible to apply, but will only be considered on loan basis (Civil Servants) or secondment (accredited NDPBs). Prior agreement to be released on a loan basis must be obtained before commencing the application process. In the case of Civil Servants, the terms of the loan will be agreed between the home and
host department and the Civil Servant. This includes grade on return.

New entrants are expected to join on the minimum of the pay band
