Job description


We are looking for an enthusiastic, organised and proactive Band A (Grade 7) to help deliver the next phase of DCMS's International Tech Hub Network.

The Department for Digital, Culture, Media and Sport (DCMS), together with the Department for International Development (DfID) and the Foreign and Commonwealth Office (FCO), is delivering a multi-million pound digital development programme funded by the Prosperity Fund in five emerging markets across Africa, South America and Asia. As part of this programme, and as announced in the UK Digital Strategy, DCMS will set up a network of international tech hubs.

Tech Hubs are small expert teams based in UK embassies, modelled on the successful UK Israel Tech Hub in Tel Aviv and tailored to local markets. They have three main aims:

1. develop local digital ecosystems through partnerships that harness the UK's strength areas in tech, including training and mentoring for local entrepreneurs, start-ups and tech companies;
2. support digital skills and capability building initiatives;
3. facilitate innovation partnerships between local tech firms and international companies (across all sectors) to drive growth and development.

New and innovative, the Prosperity Fund (PF) represents a step change in HMG's approach to promoting economic development and prosperity overseas. The PF was established under the 2015 Strategic Defence and Security Review (SDSR) with the primary aim of supporting growth in recipient countries and thereby reducing poverty. As such, it represents a key component of the prosperity pillar of the UK Aid Strategy. But the Fund uniquely focuses on promoting growth in ODA-eligible middle income countries, which are home to nearly 70% of the world's poor and where the development challenges remain significant, but at the same time are important business partners and drivers of prosperity. By delivering high impact, strategic multi-year programmes, across high opportunity countries, regions and sectors, the Fund will help create opportunities for international business, including UK companies. As the UK leaves the EU, an even more outward-looking global Britain investing and trading with the fastest growing markets will become increasingly important.

The successful applicant will undertake a range of policy and project/programme delivery work, supporting the Head of Network to establish and implement the Tech hub programme. They will work with a range of stakeholders within the department, across government and with UK and international stakeholders.

Key roles and responsibilities will include:
  • Working with tech hub country teams and delivery partners to ensure that country level strategies are implemented effectively, and align with the network's wider objectives and with the Prosperity Fund's strategic objectives and ODA guidelines;

  • Working collaboratively with colleagues to develop and oversee the delivery of strategic initiatives across the network;
  • Line managing two Band Bs responsible for financial and project management, analysis and impact measurement. Ensure these activities are delivered to high-quality and align with broader Digital Access Programme activity;
  • Oversee scoping and analysis of opportunities for the UK to drive tech for development in these countries and work to develop these opportunities into network programmes.
  • Acting as a gender champion in your leadership role. Ensure Gender Equality Act (2014) compliance and support implementation of gender policy and guidance so that, at the least, no harm is done and gender inequality is not worsened. Actively support PF ambitions on women's economic opportunities, inclusive growth and poverty reduction through your team.

    This role will be based in DCMS's London office. The successful applicant will report to the Head of the Network and will work within DCMS' International Directorate. The job will require some international travel to the five locations.

    We are looking for someone with the following skills / experience:

    Essential

  • Experience of working in the technology/digital sector or business development more widely
  • Experience of developing and implementing strategic programmes
  • Excellent verbal and written communication skills
  • Track record of successful delivery in either industry or government
  • Resilience and adaptability
  • Ability to engage credibly with senior government and industry stakeholders
  • Experience of international development, particularly in the area of economic development, and the use of Official Development Assistance (ODA)

    Desirable
