About Network Rail

Network Rail is at the heart of revitalising Britain s railway. Network Services looks after key national functions affecting all of the regions and routes. It promotes the importance of the railway operating as a national network, driving up performance and delivering improvements for passengers and freight users.

The Freight and National Passenger Operators (FNPO) route was established as Network Rails ninth operational route and is different in scope and scale to the eight geographical routes in that it does not physically manage infrastructure. However, as Network Rail devolves more accountability to the fourteen geographical routes/5 regions, FNPO provides a single point of contact and is accountable for the delivery of performance and other outputs for customers who operate nationally, across multiple routes. We achieve this through working closely and collaboratively with the geographical routes, System Operator function, our customers and other stakeholders.

Brief Description
Job Purpose
To act as the key interface across Network Rail in relation to the management of freight connection contracts. Develop and maintain the process for freight connections charging methodology through consultation and agreements with external bodies and regulators.

About the role (External)

Key Accountabilities
1. Work with the business, stakeholders and customers to determine priorities and advise on potential business opportunities and deliver nationally consistent opportunities and efficiencies.
2. Develop robust and sustainable relationships with the business, stakeholders and customers to enable effective proactive management of connections, providing appropriate support for connected parties.
3. Develop and maintain effective links with Legal and Finance teams to deliver effective regulatory and financial policy so that it is developed and applied consistently.
4. Manage the contractual relationship with the stakeholders and maintain professional knowledge of the terms of the agreements in force, providing specialist advice and guidance to resolve complex queries and issues.
5. Lead the process for both the creation of new connection agreements and novation of existing agreements, support negotiations led by business managers and route freight managers.
6. Provide a professional administrative service, advising charges to be raised, responsibility for revenues, instigating appropriate debt recovery. Establish effective controls so that all revenue opportunities are reflected in route business plans and budgets.
7. Provide specialist input to corporate and commercial activities, including advice on status of debts, claims and income. Prepare and analysis management information to provide decision makers with insight to make appropriate decisions.
8. Plan the development and delivery of financial and contractual governance in relation to freight connection agreements and deed of novations.

Essential
Educated to degree level or equivalent relevant experience
Demonstrate an ability to differentiate and recognise connectional asset types
Demonstrable knowledge of Network Rails regulatory and contractual commitments to customers
Able to demonstrate commercial and financial awareness
Proven ability to engage with customers and build collaborative relationships with stakeholders at a senior level
Proven effective negotiation skills with ability to influence decision making
Knowledge of railway industry contracts
Knowledge of UK freight Industry

Desirable
Appreciation of legal agreements
Understanding of the industry structure, including the roles of the ORR and DfT

We adhere to a structured pay framework, any salary offered will be within the following pay range: 32740- 36832

In addition to the basic criminal record check, in accordance with the UK Government we are also required to verify your identity, right to work in the UK and previous three years employment history.
