Job description

The Role

Business and Technology Solutions (BTS) provides the IT and Change services for the Financial Conduct Authority (FCA). As part of the technology organisation at the FCA, we run digital products throughout the organisation. We are passionate about delivering value in a fun collaborative manner and being an influencer at the heart of the global RegTech and FinTech revolutions driving the digital economy. We are in the early stages of our Agile journey and are adapting our ways of working to ensure we can maximise efficiency and serve our customers.

Data & Analytics Product Group (DAPG)

As the size, complexity and the rate of change of our regulatory landscape increases, the FCA is committed through its Data Strategy to harness the power of data and advanced analytics to support our Mission. DAPG's products are a key component of the Data Strategy, enabling the FCA to reduce harm now and in the future by supporting the collection, storage, reporting, analytics and publishing of data. DAPG's products provide access to data across all regulatory divisions and lines of business and are used by regulated firms, the Bank of England and most FCA colleagues.

The Environments Management Lead is part of DAPG, and is responsible for ensuring that all environments used on route to Live (including Production and DR) are managed, controlled and maintained to a high standard to support the Product Groups change and run needs.

What does the role involve / What are the key responsibilities?
  • Establishing and providing ongoing control of the inventory of environments, managing the scheduling and allocation of environments and ensuring that non-production environments are representative of Production and any anomalies are identified and resolved.
  • Managing the resolution of all environment incidents raised in the non-production environments and managing the resolution of risks/vulnerabilities found across the environments being used to support the Product Groups.


Key aspects of the work will include:
  • Improving the performance and simplification of the provision of infrastructure for projects and IT Services, gathering clear environment requirements and ensuring the environments are scheduled in line with project timescales.
  • Identifying and implementing opportunities for cross project synergies, and implementing a target environment landscape
  • Ensuring the economic use of environment resources by spotting opportunities for efficiencies
  • Defining and continuously improving the environment management approach, frameworks, policies, procedures and processes ensuring compliance with standards and policies (i.e. security).
  • Educating others and quality assuring their use to ensure the approach is followed and enabling the timely and accurate delivery of environments.

Skills/Experience Required

We're a signatory to the Government's Disability Confident scheme. Minimum:
  • Significant experience running live or test environment operations in financial services or governmental / regulatory body
  • Significant experience in managing outsource supplier contracts to establish a competitive space for the provision of infrastructure resource (Environments) to projects without exposing the FCA's estate to additional risk
  • Experience of AWS Infrastructure components, solutions and budgeting


Essential:
  • Experience of Risk Management and stakeholder management
  • Deep technical knowledge of industry best practice in environment provisioning
  • Deep technical knowledge of processes to transform and provide an environment management service to operational and project teams.
  • Broad technology knowledge, covering all major infrastructure platforms and service lines.
  • Manage technical deliverables and working with suppliers to implement solutions


Desirable:
  • Experience of managing outsource infrastructure, including offshore.
  • Experience of working in projects and the project lifecycle, ideally certification in Programme Management and/or DevOps methodologies, Prince2, Agile
  • Coaching others in environment management frameworks, processes, procedures

Salary - £45,000 - £75,000 depending on experience + a competitive benefits package
