The Technical Manager is a key member of the Scotland & Northern Ireland Regional Technical Team (RTT), supporting the Grade 7 Team Lead in co-ordinating the work of the multi-disciplinary technical team and providing both technical and project management expertise in driving improved statutory and mandatory compliance across the Defence estate.
The successful candidate will act as the conduit for receiving and implementing DIO corporate policy as it impacts on Regional Delivery, as well as being the interface between the technical subject matter experts within the Technical Services team in Sutton Coldfield and the multi-disciplinary technical team within the region. This will cover a broad range of technical subjects, particularly those relating to strategic compliance (eg Fire Safety, Fuels Infrastructure, Gas Management, and Asbestos Management) but also extending to more general compliance matters such as building standards, adherence to planned and preventative maintenance specifications and schedules, management of Safety Alerts, sustainability, and improving quality control in delivery.
As the regional Technical Manager, you will collaborate with Regional Delivery colleagues and trusted partner organisations to drive improved technical standards and compliance across the estate, whilst at all times acting as a trusted advisor to our Front Line Command (FLC) customers.
As DIO transitions to the new Future Defence Infrastructure Services (FDIS) contract for the provision of hard facilities management, you will provide the regional lead in the implementation of new ways of working in key areas, such as asset management, facilities condition management, Building Information Modelling, and Government Soft Landings.
The role is interesting and varied and will require a balance of construction/estates technical experience and proven ability in the fields of project and stakeholder management.ResponsibilitiesMain Responsibilities
Deputise for the Grade 7 Team Lead, including preparing briefs for the Regional Delivery Management Team on matters of RTT interest.
Act as regional focal point for the management and implementation of incoming corporate technical compliance matters.
Represent the region at national technical compliance working groups, including co-ordinating input of multi-disciplinary peers within the RTT.
Develop effective working relationships with the Technical Services team subject matter experts in the interests of ensuring the region benefits from the right advice at the right time, as well as developing the region-s technical capabilities through knowledge sharing.
Manage the Safety Alert process within the region, including managing the interfaces with the Industry Partner(s) and operational teams in terms of data gathering, as well as making timely returns to the Safety Alert originator in relation to response planning and works scheduling.
Act as regional focal point for the escalation and resolution of technical disputes, including contractual interpretation of technical standards. Produce briefing papers as necessary where issues require to be further escalated to the Grade 7 Team Lead.
Support an ethos of continuous improvement in technical compliance through the drafting and publication of technical policy, processes and guidance documents.
Act as a Trusted Adviser, providing FLC-s with technical advice and support as necessary.

DIO Regional Delivery (Scotland & Northern Ireland) has offices across the region. Our regional hub is based in Rosyth; however we offer a flexible base location for this role and may therefore consider flexibility of duty station location within the region.
