The Challenge
The Strategic Compliance Manager is a new role within DIO in a growing field. We are looking for 21 forward thinking, collaborative and self-motivated Strategic Compliance Managers to join us. As we experience increasing demands from our customers, this is an exciting and meaningful time to join DIO and get the opportunity to work on one of the largest estates in the UK.

The Strategic Compliance Manager will ensure that the Defence Estate meets the required compliance standards, making it safe and fit for purpose. They will be accountable for the overall management and leadership of one of the six strategic compliance areas (Fuels, Fire, Gas, Electrical, Asbestos and Legionella). Travel is required between sites to review projects, infrastructure and local issues.

The successful candidates will lead a range of compliance focused operational challenges putting safety first, implementing long-term compliance improvement plans, upskilling local teams, identifying opportunities towards Net Zero, to name a few. Everything you do will be in support of a safe and compliant estate and to support the strategic goals of the military.

Our Defence Infrastructure Organisation (DIO) Strategic Compliance Managers are based across the UK including:

Scotland & Northern Ireland: DIO Rosyth KY11 2BL, Thiepval Barracks Lisburn BFPO 801, RAF Lossiemouth IV31 6SD, Defence Munitions Beith KA15 1JT.

Central: Donnington TF2 8JX, Catterick DL9 3LR, Brecon LD3 7EA, Waddington LN5 9NB, Whittington WS13 9PY, Wittering, PE8 6HB.

South West: Lyneham SN15 4PZ, Wareham BH20, Plymouth PL1 3QS, Andover, SP11 8HJ, Fareham, PO14 1AS.

South East: Andover SP11 8HJ, RAF High Wycombe HP14 4UE, Northolt HA4 6NG, Sandhurst GU15 4PQ.

Other locations to those listed above may be considered. If found successful and subject to availability, you will be offered one or more locations as your base office. You will be required to work from this specific office on a regular basis, however, you will also be required to travel to other sites within your regional and wider DIO estate. You will be asked to confirm your preferred base location/s at the application stage.

Responsibilities
Main Responsibilities
A Strategic Compliance Manager at DIO will:
Providing direct support and proactive advice to site teams on their specific area.
Taking the lead in carrying out compliance investigations to ensure contractors align with their contractual obligations and are delivering in a consistent manner across the Region.
Implement compliance recommendations put forward by the senior customer stakeholders.
Formulate strategies to continually improve compliance
Lead and mitigate key compliance risks
Work alongside site teams in identifying works for future programmes and provide a coherent, continuous improvement focused bid for our customers for the next financial year.

Responsibilities also include:
Build an environment of strong working relationships both within the team and with other teams across DIO, MoD and Industry Partners.
Lead the provision of the external technical support interface and coordination with partners including Subject Matter Experts.
Identify and communicate trends and issues relating to technical matters across all Regional Delivery
Supervise Industry Partner performance in line with the contract to ensure that statutory and mandatory requirements are met and collaborate with IP to resolve issues.
Work with commercial team members where there is a requirement for a technical input to clarify a contractual scope issue.
Portfolio and Issue Management in support of works, in year programmed works and future years programmes.
Work as an active member of the team, supervising compliance with MOD and DIO policy, instructions and guidance.
Support estate assurance activities.
Responsible for ensuring pro-active action in the case of non-compliant delivery or actions for all partners.

Environmental Factors Associated with the Post
Strategic Compliance Managers may be expected to visit active construction sites, however, Health and Safety training will be provided.

Essential Experience & Skills
Proven experience in compliance management across a large portfolio or/and complex organisation.
Experience of working in a property management (or similar) organisation including experience of managing one of the following: fire, legionella, gas, asbestos, electrical, fuels.
Understanding and complying with estate and property related legislative, statutory, regulatory and professional requirements.
Relevant experience of working in highly collaborative environments and/or matrix managed organisations.

Licences
Driving Licence as need to visit multiple sites sometimes including an overnight stay not all are accessible by public transport.

Qualifications
BTEC/ SQAHNVQ or SCOTVEC HNC/ HND in relevant field
OR
Substantial relevant & recent experience in a construction, infrastructure or engineering related discipline and willing to work towards a relevant professional qualification
OR
Holds full professional membership with CIBSE, IET or similar relevant professional body.

The Defence Infrastructure Organisation (DIO) is the estate expert for Defence, supporting the armed forces to enable military capability by planning, building, maintaining, and servicing infrastructure.

Our responsibilities include:
Plan and deliver major capital projects and lifecycle refurbishment
Provide utilities services
Manage soft facilities management (i.e. cleaning and catering)
Provide a safe place to train
Allocate Service Families Accommodation

Provide a central register of asset information to advise infrastructure planning
Act as steward of the Defence estate

Employment Hours
The post advertised is for 37 hours net, however the Ministry of Defence offers a range of flexibilities to enable a better work-life balance for employees. Flexible working, Part-Time working and Job Share working patterns will be considered.
