The Challenge

The MOD Estate includes barracks, airfields, naval bases and a vast training estate extending across a range of different landscapes. The Public Access and Recreation Advisor role offers an exciting and unique opportunity to work within a small team supporting delivery of the MOD's public access policy.

This challenging role has a diverse portfolio of tasks, requiring a motivated individual who has the confidence to work independently. The role will cover the South East and East as priority regions, but at times require work across the wider estate.

The role supports all areas of work delivered by the Public Access and Recreation Advisory Team including:
Working with an array of stakeholders, statutory bodies, Non-Govt Organisations and the public;
Identifying, planning and supporting implementation of public access and recreation projects under the annual Conservation Stewardship Fund;
Providing advice and support for public access and recreation related queries and projects;
Presenting to internal and external stakeholders;
Producing information and articles for a variety of audiences;
Reviewing and supporting production of internal guidance on matters of public access and recreation management.

Responsibilities

Main Responsibilities

Assist in providing specialist advice on all issues relating to public access and recreation on the MOD estate including public rights of way, informal access management, information and interpretation.
Identify, plan and support delivery of projects under the annual Conservation Stewardship Fund.
Monitor compliance with MOD and DIO policy, instructions and guidance; make recommendations to improve compliance and operational efficiency.
Cultivate and nurture close working partnerships with strategic partners and contractors.
Deliver, review and support public access and recreation information provision across the MOD estate including: on-site interpretation / information signage, online material and paper publications.
Provide public access and recreation expertise to the Byelaw Review Project on issues including: legal guidance, recommendations on public access management and information signage.
Ensure that delegated Ministerial or Parliamentary Enquiries, FOI, Treat Official and similar correspondence are completed on time and to the required standard.
Promote strong working relationships both within the team and across DIO and MOD.

Official Secrets Act
The successful candidate will be required to sign the Official Secrets Act.

Desirable Experience & Skills
Demonstrable experience of working in partnership and collaboration with internal and external stakeholders in both a practical and strategic capacity.

Essential:

Licences
Full UK Driving Licence - Travel to various MOD locations, some of which will be remote and inaccessible by public transport, is required: a full UK driving licence is therefore essential.

Qualifications
A minimum of a HND in Countryside Management (or other relevant subject) plus significant post qualification employment or equivalent combination of relevant qualifications, skills and applicable experience.

Employment Hours
The post advertised is for 37 hours net, however the Ministry of Defence offers a range of flexibilities to enable a better work-life balance for employees. Flexible working and Compressed Hours will be considered.

Travel requirements
Occasional travel to various MOD locations, some of which may be remote or inaccessible and impractical to reach by public transport will be required: a full UK driving licence is therefore required.

The Defence Infrastructure Organisation (DIO) is the estate expert for Defence, supporting the armed forces to enable military capability by planning, building, maintaining, and servicing infrastructure.

Our responsibilities include:
Plan and deliver major capital projects and lifecycle refurbishment
Provide utilities services
Manage soft facilities management (i.e. cleaning and catering)

Selection process details

This vacancy is using Success Profiles , and will assess your Behaviours and Experience.

1.Demonstrate experience and knowledge in the planning and delivery of public access management projects. Evidence should include an understanding of legislative access obligations and requirements.
2.Evidence of experience in providing customers with subject matter expertise to deliver statutory and legal compliance on public access management matters. Including but not limited to: public rights of way, open access, coastal access.
3.Demonstrate experience of stakeholder engagement and partnership working. Evidence should include an understanding of working techniques through project participation and delivery of outcomes.
4.Demonstrate an understanding of the wider countryside and how to integrate public access with wider landscape uses and environmental designations.

Desk Based Scenario
Candidates who are successful at application sift will be expected to carry out a desk based scenario on the day of the interview. The subject matter will be disclosed at to the interview.

Application sifting is scheduled to take place on week commencing 11th July 2022.
Interviews are currently taking place face to face and will be conducted on the 26th July 2022. A minimum of 2 full working days notice will be provided for interviews. We endeavour to stick to these dates, but these are subject to change around business needs.
