Job description

The DIO Overseas & Training Region (OS&Trg) is positioned within Regional Delivery and is responsible for delivering infrastructure services overseas and across the UK the training estates, while managing the safe place responsibility for the Defence Training Estate (DTE).

The Region is broken down into three operational groups: Overseas Training (Canada, Belize, Kenya, Germany and Norway); Permanent Joint Operating Bases and Far East (PJOBs) (Cyprus, Gibraltar, South Atlantic Islands (Falklands and Ascension), Singapore, Brunei and Nepal); UK Training (UK Defence training estates).

This is an exciting opportunity to join a busy, established Portfolio Management Office (PMO) within the Headquarters of OS&Trg. The Senior Business Delivery Manger role is fast paced, extremely varied and often with tight deadlines. The role provides the opportunity to develop a good breadth of knowledge within a very unique and interesting Department, including access to relevant internal and external training. Excellent decising making, communication and organisational skills are essential in order to manage the variety of work-strands, efficiently prioritising tasks to ensure business needs are met. The ideal candidate will be able to demonstrate evidence of strong decision making at application and interview, and strong evidence of communication skills with a diverse range of grades/ranks and people at interview.

The Senior Business Delivery Manager is accountable for ensuring they adhere and conform with all agreed DIO TLB processes and operating procedures, and particularly those which are detailed under the key infrastructure process for: delivering efficient and effective outputs covering key activities.

The Senior Business Delivery Manager is responsible for:

(i) leading effective Business Delivery tasks such as OS&Trg Business Plan, Business Continuity and 2nd Party Assurance on Tier 3 checks.
(ii) effective Secretariat including Parliamentary Correspondence (Parliamentary Questions, Ministerial correspondence, Treat Official, Freedom of Information, Parliamentary Questions) and external visits and events.
(iii) leading on the role of Engagement Champion, including People Survey and DIO Cultural Framework.
(iv) leading OS&Trg-s Information & Data Management and improvement projects including Information Asset Owner Practiotioner (IAOP) and Data Steward roles.

1. Leadership and Management within the OS&Trg Region
- Provide direction to the team in order to deliver DIO outputs
- Demonstrate a personal commitment to the DIO Guiding Principles
- Provide leadership for the function and/or team with minimal supervision and direction
- Responsible for developing and supporting the team, enabling them to deliver departmental goals
- Lead, manage and motivate staff providing a collaborative and proactive working environment.

2. Business Delivery
- Responsible for making sure the OS&Trg Business Plan aligns to 1* direction
- Lead on and promote Business Continuity for OS&Trg
- Take the lead on completing 2nd Party Assurance of Tier 3 Checks across OS&Trg.

3. Secretariat
- Leading on strategic analysis and understanding of OS&Trg Parliamentary Correspondence, providing analysis of the situation and solutions to Senior Management on the way forward.
- Ensure internal OS&Trg conferences and external visits and events are aligned to 1* direction.

4. Engagement Champion
- Lead on the role of OS&Trg-s Engagement champion, including promoting events and reporting.
- OS&Trg lead on the annual People Survey, including analysis of results and development of the People Survey Engagement Action Plan.
- OS&Trg lead on the DIO Cultural Framework and Engagement Matrices, driving these forward and growing engagement across OS&Trg.

5. Information Management
- Lead on Information Management for OS&Trg.
- Lead Data Steward in OS&Trg.
- Act as the OS&Trg-s Information Asset Owner Practitioner.
- Lead on Security of data and data sharing, including threats and opportunities. Lead on Data Management for OS&Trg and represent OS&Trg at relevant meetings.
- Lead on data acquisition and quality control tasks, provision of management information and adoption of business intelligence tools.

Employment Hours
The post advertised is for 37 hours net, however the Ministry of Defence offers a range of flexibilities to enable a better work-life balance for employees. Flexible working will be considered.

Some home-working will be available in line with DIO-s Smarter Ways of Working, this can be discussed at interview/job offer stage. This post is not suitable for part-time or job share due to the nature of the tasks it undertakes.
